JOB TITLE : CHIEF LEGAL OFFICER

MAIN PURPOSE OF THE JOB
DIRECTOR LEGAL
Give advice or legal opinions to the Government, Ministries, Lesotho missions abroad and other stakeholders on matters pertaining to human rights whether of international or domestic law nature.
MAIN DUTIES
1. Provides legal opinion to Government and other entities on national and international human rights law
1.1 Analyses national and international human rights issues.
1.2 Identifies legal issues on national and international human rights.
1.3 Conducts research where necessary.
1.4 Prepares reports, documents, briefing notes, talking points, statements and other written materials;
1.5 Provides legal advice or opinion to the relevant entities.
2. Prepares State Party reports
2.1 Identifies relevant Convention to be reported.
2.2 Collects relevant information and data.
2.3 Drafts report in consultation with stakeholders.
2.4 Coordinates submission of report.
2.5 Maintains a roster of trainers on treaty body reporting, creating a community of learning among trainers, and keeps them up to date on treaty bodies.
2.6 Coordinates the work of the National Mechanism on Reporting and Follow-up.
3. Implements recommendations from treaty monitoring bodies
3.1 Reviews, monitors and evaluates activities related to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council.
3.2 Collects and analyses good practices by States in fulfilling their human rights treaties obligations.
3.3 Monitors domestic legislation to ensure its compatibility with international human rights instruments.
4. Drafts Human Rights Legislation.
4.1 Coordinates consultation with all relevant ministries/departments.
4.2 Provides drafting instructions to the drafting section.
4.3 Follow -up on the drafting of the Bill.
4.4 Prepares cabinet Memorandum.
4.5 Presents Bill to different clusters for deliberations.
5. Mounting of human rights training
5.1 Identifying relevant stakeholder to be trained.
5.2 Prepares workshop topics and Programme of work.
5.3 Makes presentations at workshops.
5.4 Prepares report of workshop and follow-ups.
6. Coordinates operationalization of the Human Rights Commission
6.1 Liaises with UN and other development partners for activities related to the operationalization of the Human Rights Commission.
6.2 Assists the Ministry on modalities on setting up the Commission.
6.3 Disseminates the work and mandate of the Commission.
7. Establishes feasible options to enhance performance of the Human Rights Unit.
8.1 Draws the annual work plans for the staff below him/her.
8.2 Conducts quarterly appraisals for the Staff below him/her.
8.3 Compiles monthly reports of the Unit.
8.4 Assists in budget preparation of the Unit.
8.5 Liaises with national and international stakeholders on human rights issues.
8.6 Attends national and international meetings.
JOB SPECIFICATION
Education and Training
LLM in human rights law plus 3 years relevant working experience
OR
LLB with at least five (5) years working experience of a similar nature
Special training in human rights would be an added advantage.
Responsibility for work of others
The incumbent had responsibility for supervising and directing other human rights unit staff.
Responsibility for safety
The incumbent is responsible for the safekeeping of valuable assets and documents within his/her jurisdiction.
Responsibility for safety of others
The factor is considered to be minimal in this job.
COMPLEXITY
The job demands ability to read and write comprehensive documents addressing varying complex issues such as reports.
Authority for decision making
The incumbent is responsible for advising the Government and other stakeholders on national and international human rights law.

The incumbent refers to relevant national and international documents related to human rights.
Dexterity
The incumbent advices about national and international human rights law. The job needs enormous skills, mental and visual concentration.
Contacts
Makes regular conducts with the Ministry, United Nations both locally and internationally, Civil Society Organizations, National Human Rights Institutions and other stakeholders.
Mental Effort
The job requires very high mental effort when reports/Conventions are discussed. There is a lot of reading and writing involved.
