Lesotho Communications Authority (LCA) is the regulatory body for the communications sector in Lesotho. Following the adoption of the Lesotho Telecommunications Policy of 1999, the Authority was established by an Act of Parliament in 2000. Presently, the Authority operates under the Communications Act of 2012 for the regulation of Information and Communications Technologies (ICTs), Broadcasting and Postal Services.

The LCA invites applications from suitably qualified candidates to fill the position of Chief Human Resources Officer (CHRO).

Job summary;
The Chief Human Resources Officer is responsible for the development and implementation of Human Resources Strategies, Polices, Procedures and guidelines as well as leading the Human Resources Division.

Key performance areas;
• Initiates and reviews formulation of Human Resources policies, strategic plans and work systems in-line with all laws and regulations and ensures compliance thereof.
• Instructs examination of existing situation to identify areas requiring review or development.
• Establishes a Human Resources plan and oversees the talent management strategies, systems and processes.
• Initiates and reviews remunerations strategies.

Develops and directs execution of a performance management system and processes.
• Develop strategies and systems to address welfare of staff.
• Identifies, develops and monitors authority’s culture initiatives to ensure befitting environment that supports attainment of goals and promotes employee satisfaction.
• Reviews job specifications and job descriptions and duties for the positions within the with the Authority’s organizational structure regularly.
• Prepares and produces divisional reports of all activities.
• Develops mentorship, coaching strategies to provide guidance within the Authority.
• Manages all resources allocated to the division and prepare and monitors HR budget.
• Provides HR support to the authority.
• Advices the Executive on all HR issues.

Qualifications;
Master’s Degree or Post Graduate degree in Human Resources Management or Master of Business Administration specializing in Human Resource.

Experience;

7 years’ experience in Human Resources Management of which 2 years must be at Executive Level.

Tenure
The position is on a five-year fixed term contract.
