The Lesotho Communications Authority (LCA) invites applications from suitably qualified local candidates for the position of Chief Financial Officer. Reporting to the Chief Executive Officer of the Lesotho Communications Authority.
JOB PURPOSE:
To formulate and implement policies and strategies relating to administration, financial resources and other resources of the Authority. The incumbent designs and reviews suitable internal financial control procedures, ensures the establishment and monitoring of financial rules and procedures and compliance with the Authority’s financial policies and procedures. Ensures the preparation and consolidation of the annual budget and annual financial statements. Safeguards financial resources, prepares management and financial reports, and manages the financial operations of the Authority. Provides treasury function by ensuring proper investment of the Authority’s financial resources and advises on cost-effective methods of financing the Authority’s activities. Provides overall supervision, leadership, motivation and management of the division whilst also providing policy and strategic support to executive management and Board of the Authority.
DURATION:
The position is for a fixed term of five (5) years.
QUALIFICATIONS AND EXPERIENCE:
Chartered Accountant with Master’s degree in Finance, Accounting or equivalent professional qualification plus a minimum of 10 years’ experience in senior management. Knowledge of financial control and general accounting principles are prerequisites. Knowledge of the communications sector would be an added advantage.

• Fluent in written and spoken English and Sesotho;
• Highly disciplined with demonstrated focus on results;
• Leadership and management skills;
• Ability to build consensus and relationships among stakeholders;
• Knowledge of communications sector regulations and/or other utilities;
• Capable of contributing innovative ideas and use constructive criticism where necessary as a team player;
• Good report writing, project management and research skills.
