Background

Since 2018, the Government of Lesotho (GoL) in partnership with the United Nations Development Programme (UNDP) has been implementing the Lesotho National Dialogue and Stabilization Project (LNDSP).

A key outcome of the dialogue process was the creation of a legal framework to safeguard the reforms implementation process and insulate it from possible interference by enacting the National Reforms Authority (NRA) Act, 2019, which sought to establish the NRA and mandated it to implement the national reforms process within a period of 12 to 18 months.

Following the end of term of the NRA in April 2022, the Government of Lesotho established the National Reforms Transitional Office (NRTO) as a Technical Unit under the Ministry of Law and Justice to ensure stability, sustainability, and continuity of the reforms.

The NRTO serves as:

  • A repository of the NRA’s institutional memory and reforms agenda.
  • A support structure to the Government of Lesotho through the Ministry of Law and Justice and the Parliament Portfolio Committee on constitutional and other national reforms activities, including peace architecture.

Primary Purpose of the Position

The incumbent is responsible for the day-to-day strategic, financial management, corporate governance, administration, and management of the affairs of the NRTO.


Specific Duties and Responsibilities

  • Serve as Chief Accounting Officer of NRTO.
  • Mobilize resources for NRTO.
  • Plan, manage, organize, and control the activities of the NRTO.
  • Ensure proper keeping and maintenance of records and books of accounts.
  • Prepare and submit monthly financial status reports in accordance with the Public Financial Management and Accountability Act, 2011.
  • Liaise with external parties and service providers for effective management of the office.
  • Liaise with the Government on matters relating to NRTO as needed.
  • Prepare NRTO’s annual budget.
  • Provide feedback to the Ministry on performance and progress of activities.

Key Performance Areas

  • NRTO strategy developed and implemented.
  • NRTO budget developed and implemented.
  • Annual financial statements reviewed.
  • Support staff appointed on time and to agreed standards.

Minimum Requirements

Option 1:

  • MBA or Master’s degree in Business Management, LLM/LLB, Masters in Financial Management, or Masters in Political Science and Administration (or equivalent).
  • At least five (5) years working experience in a senior managerial position in government, state-owned enterprises, or private sector organizations.

Option 2:

  • Degree in Business Administration, Business Management, BA Law, or Political Science and Administration (or equivalent).
  • At least ten (10) years working experience in a senior managerial position in government, state-owned enterprises, or private sector organizations.

Added Advantages:

  • Management Development Programme (MDP).
  • Knowledge of Lesotho reforms.
  • Proficiency in English and Sesotho.

Contract Duration

  • 6 Months Fixed-Term Contract

Working Conditions

  • Office-based with travel requirements.
  • Valid driver’s license is mandatory.
  • Travel within Lesotho and occasionally outside the country.
