ADVERT FOR POSITION OF CHIEF EXECUTIVE

PURPOSE

To manage the affairs of the Lesotho Institute of Accountants (LIA), to further its business as prescribed in the Accountants Act 1977 (as amended), and to efficiently and effectively implement LIA’s plans as set out by the Council. The incumbent is the lnstitute’s Chief Executive and reports directly to LIA Council (The Council).

JOB SPECIFICATIONS

Key Performance Area

  • Provide general leadership, direction, and administration of the LIA which includes, but is not limited to, management of human resources and other resources;
  • Keep or cause to be kept, proper books of account of the LIA and to ensure that they are annually audited;
  • Design, review, and implement proper internal control systems (ICSs);
  • Implement the policies and strategy of the LIA as may respectively be stipulated and formulated by the Council;
  • Prepare/formulate policies (including human resource (HR) policies), long and short term plan/programs for the LIA in the furtherance of its business and, present them to the Council for approval;
  • Prepare or cause to be prepared, annual budgets of the LIA and present them to the Council for approval (this shall include, inter alia, preparation, and implementation of plans/strategies to source funding for the LIA’s activities);
  • Facilitate the holding of the monthly and other meetings of the Council; serve as a secretary in such meetings, and facilitate the activities of the Council;
  • Facilitate the holding of the monthly and other meetings of the Council’s sub-committees; serve as a secretary in such meetings; facilitate the activities of the subcommittees;
  • Facilitate the involvement of the LIA in the formulation and enforcement of the International Accounting Standards (IASs);
  • Coordinate or cause to be coordinated, the efficient running of examinations in accordance with the Joint Examination Scheme/Agreement (JES) between the LIA and the ACCA (this includes increasing or causing to increase, the student’s enrolment in the JES};
  • Promote the image of the LIA; liaise with and maintain good relations with all stakeholders and
  • Promote new membership into LIA, create new relations with potential stakeholders and associates, and keep proper record and database of LIA membership and associates.
  • Ensure compliance with laws and regulations affecting the Institute.
  • Ensure that there are continuous professional developments to keep members up to date and knowledgeable in their areas.

Key Outputs

  • Motivated, productive and efficient staff, including minimized loss and efficient utilization of the assets of LIA;
  • Accurate and reliable records (i.e. administration and accounting};
  • Timely and reliable monthly Council reports (i e. minutes of meetings, management accounts, and other reports) and; annual reports (i.e. minutes of annual general meetings and unqualified audit reports);
  • Documented, realistic, achievable, and up-to-date plans and budgets (including increased funding and funding base for the LIA); and documented and up-to-date policies (i.e. HR and other policies);
  • Number of IASs in whose formulation the LIA is involved in any given year and the number of local companies applying the lASs and GAAP;
  • Increased number of students enrolling and sitting the JES examinations (this includes minimized errors in the running of the examinations and minimized students’ complaints and queries);
  • Increased number of associates and relations with other stakeholders, and improved image of LIA to the membership, associates, and other stakeholders as measured by, amongst others minimized complaints and queries, and
  • Increased number of seminars, workshops, symposiums held for the members and other interest groups, and active continued professional development program for the members;

Requirements

  • CA (L) with a minimum of five years experience in a senior management position.
  • MBA will be an added advantage.
  • Experience in fund-raising is an added advantage; and
  • The incumbent should possess interpersonal skills and be a good negotiator and communicator
  • He/she shall be a Lesotho citizen and a member of LIA in good standing

Remuneration

Remuneration is competitive and commensurate with qualifications and experience and includes annual performance-linked bonus.
