Lesotho Electricity and Water Authority (LEWA) is a statutory body established by LEA Act of 2002, as amended, to regulate the Electricity Supply Industry (ESI) and Urban Water and Sewerage Services (UWSS) in Lesotho. The implementation of the Authority’s mandate, as reflected in Section 21 of the Act, is driven by the Chief Executive under the strategic guidance of the Board of Directors.     

The LEWA invites applications from suitably qualified candidates to fill the position of Chief Executive (CE). The position requires a seasoned and high caliber individual that can perform at the highest level of an organization.

Purpose of the position and reporting

The incumbent will act as the chief accounting officer of LEWA to ensure that the Authority discharges its mandate as stipulated in the founding legislation and other supporting legislative instruments. In addition, the CE is the key driver in the formulation and implementation of the strategic business plan of the Authority and reports directly to the Board of Directors.

Key Responsibilities

The successful candidate will, amongst other things:

  • Implement the Authority’s strategic plan effectively and efficiently to ensure quality delivery of electricity and water services;
  • Advise the Ministries responsible for Water and for Energy and Meteorology on regulatory  matters, sustainable supply plans and quality of standards in the two sectors;
  • Ensure that the Authority discharges its regulatory function consistent with best practices for the growth of the ESI and UWSS sectors in Lesotho;
  • Report regularly and proffer advise to the Board on the strategic plan;
  • Lead the administrative and resources management of the Authority;
  • Monitor compliance of licensees with regulatory prescripts;
  • Facilitate provision of necessary policy advice by the Authority to the Ministries responsible for ESI and UWSS and other stakeholders; and
  • Adopt and implement best practices in the management of the resources of the Authority.

Qualifications and Experience

Applicants should possess post graduate qualification in business management, electrical/water/chemical engineering/technology, law or economics. A minimum of 10 years’ experience in senior management is required.  In-depth understanding and knowledge of ESI and UWSS policy, regulation and market dynamics are essential. Experience in the two (2) sectors is a prerequisite.   

Competencies

The position requires a team leader with excellent interpersonal skills. Applicants should have the ability to pursue multi tasks with excellent multi stakeholder management capabilities.  Excellent written and spoken communications skills in both English and Sesotho are necessary.

Tenure

The position is on a fixed term contract of three (3) years.
