About LEWA
The Lesotho Electricity and Water Authority (LEWA) was established under the Lesotho Electricity Authority Act No. 12 of 2002, as amended, to regulate the electricity supply industry and urban water and sewerage services in Lesotho.
LEWA invites applications from suitably qualified Basotho for the following executive position:
Position Details
- Job Title: Chief Executive
- Location: Maseru, Lesotho
- Reports To: LEWA Board
1. Job Purpose
The Chief Executive (CE) serves as the chief accounting officer of LEWA and ensures the Authority fulfills its mandate as outlined in its founding legislation and supporting instruments. The CE will lead management conceptually, advise the Authority on regulatory functions, and drive the formulation and implementation of strategic and business plans. The CE will also represent LEWA among key policy makers and development agents.
2. Key Result Areas
- Advise the Board on regulatory matters
- Implement the Authority’s Strategic Plan efficiently and effectively
- Champion public empowerment on electricity and urban water/sewerage regulation
- Advise Ministers on regulatory issues, supply plans, and quality standards
- Ensure adherence to and accountability for the Authority’s budget and resources
- Direct all advocacy activities of the Authority
- Lead development and implementation of internal controls and policies
3. Education and Experience
- Master’s Degree in one of the following fields:
- Mechanical Engineering
- Water, Civil or Chemical Engineering
- Public or Business Administration
- Law
- Economics
- Postgraduate qualification in Electricity, Water, or Utility Regulation is an added advantage
- Minimum of 10 years’ experience in Executive Management
- In-depth understanding and experience in Electricity Supply Industry (ESI) and Urban Water and Sewerage Services (UWSS) policies, regulation, and market dynamics
4. Remuneration and Benefits
LEWA offers a competitive salary and benefits package commensurate with experience and qualifications.
5. Contract Duration and Conditions
- Three (3) year contract
- Option for re-appointment for a further three years upon successful performance
