The Water and Sewerage Company wishes to engage a strategic leader with vision who is decisive, has experience in Organisational Governance, Risk Management, Financial Management, People Leadership, and has excellent Project Management skills for the role of Chief Executive.
The purpose of the job is to strategically provide leadership to WASCO’s efficient operations through implementation of the Strategic Plan, and to deliver on its mandate to all stakeholders.

KEY TASKS
CORPORATE STRATEGIC PLAN 

  • Undertake the development of the WASCO 5-year Strategic Plan and monitoring its implementation;
  • Oversee the development of costed Annual Business Plans to execute the WASCO strategy;
  • Assess, evaluate and prioritise Corporate risks, and assess the options for minimising such risks to ensure achievement of strategic objectives;
  • Oversee development of corporate budgets and ensure Board’s approval;
  • Ensure that initiatives are implemented in line with best program and project management practices to ensure intended strategic outcomes.

LEADERSHIP AND MANAGEMENT               

  • Provide leadership on all WASCO core business and operations;
  • Coordinate and integrate Corporate plans in order to achieve synergies and efficiencies of departmental activities;
  • Provide leadership and management by setting clear goals and providing direction to the Company;
  • Provide sound advice to the Board of Directors and Donor community and other relevant Authorities on management of WASCO finances and assets;
  • Set and clarify goals for the achievement of strategic and operational objectives by instilling accountability throughout the organization;
  • Develop and implement succession plan for executive roles;
  • Provide coaching and mentoring to direct reports;
  • Attend and present accountability reports and proposals for better management of WASCO to the Finance, Risk and Audit Committee of the Board;
  • Proactively identify, plan for, and implement change strategies across the business.

RISK, GOVERNANCE AND COMPLIANCE 

  • Develop systems, policies and procedures to enhance effective management of operations;
  • Develop WASCO’s Risk Register and mitigation Plan;
  • Develop standards of performance and monitor their implementation for all areas of work. Set performance indicators and standards in compliance to regulatory requirements.

STAKEHOLDER INVOLVEMENT AND ENGAGEMENT

  • Develop stakeholder involvement and engagement programmes;
  • Develop staff engagement and reward programmes to improve staff morale and performance culture;
  • Identify new opportunities to enhance WASCO’s corporate image and brand;
  • Implement Corporate Social responsibility programmes.

MINIMUM QUALIFICATIONS & EXPERIENCE

  • Degree in electrical, civil or mechanical engineering plus MBA
  • 10 years’ experience at Executive level
