VACANCY ANNOUNCEMENT

Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Education and Training:

  • Position Title: Chief Education Officer – Primary
  • Grade: K
  • Number of Positions: One (1)
  • Responsible To: Principal Secretary
  • Duty Station: May be deployed in any of the ten districts of Lesotho

Job Summary

The Chief Education Officer – Primary is responsible to the Principal Secretary. The incumbent oversees the direction and management of Pre-Primary and Primary Schools. As a member of the Ministry’s Senior Management Team, the officer contributes to the formulation, development, monitoring, implementation, and review of policies and strategies, and supervises subordinate staff.


Main Duties

1. Annual Work-Planning and Managing Performance

  • Facilitates development of operational plans for Pre-Primary and Primary sectors
  • Ensures monitoring of Pre-Primary and Primary schools
  • Solicits resources for operational plan execution
  • Monitors implementation of operational plans
  • Facilitates development and appraisal of individual work plans
  • Produces inspection reports for Pre-Primary and Primary schools

2. Policy and Strategy Formulation

  • Identifies needs and formulates policies and strategies for:
    • Accessible, equitable, relevant, and quality education
    • Establishment of Pre-Primary and Primary schools
    • Inspection and management of schools
    • Emergency management
    • Maintaining good practices in schools
    • Relationship management with school proprietors
    • Effective stakeholder communication
  • Monitors implementation of policies and strategies
  • Evaluates effectiveness and updates policies to maintain relevance

3. People Management

  • Assesses staff development needs and facilitates capacity building
  • Handles employee grievances
  • Manages discipline

4. Stakeholder Engagement

  • Liaises with Chief Education Officers (Teaching Service, Tertiary, Curriculum and Assessment), and training institutions on matters of mutual interest

5. Advisory Role

  • Advises the Ministry on establishment of new Pre-Primary and Primary schools and reception class attachments

Job Specification

Qualifications:

  • Master’s Degree in Education with five (5) years of senior management experience in Pre-Primary and Primary education
    OR
  • Bachelor’s Degree in Education with seven (7) years of senior management experience in Pre-Primary and Primary education
  • PhD in Education or Education Management is an added advantage

Experience & Knowledge:

  • Extensive knowledge of public service management and administration
  • Experience in the education sector is highly favorable
