Responsible to: Principal Secretary
Job Summary
The Head of Teaching Service is responsible to the Principal Secretary of the Ministry of Education and Training. She/he is a member of Senior Management Team of the Ministry and is expected to contribute to the formulation, development, implementation and review of the strategic policies of the Ministry.
Main Duties
- Registers and maintains teachers’ register and career structure.
1.1 Registers and maintains register of teachers admitted into Teaching Service including development of improved system of teachers’ registry.
1.2 Maintains and publishes a list of teachers’ Educational Qualifications as prescribed by the Ministry and Educational Qualifications that are deemed equivalent to them elsewhere.
1.3 Maintains and publishes a career structure for the service together with salary scales, qualifications and experience required for teachers. - The incumbent shall serve as a major link between Teaching Service Commission, various bodies within the Ministry, Schools’ Proprietors and Teachers’ professional bodies.
2.1 Shall give advice to the Teaching Service Commission on policy and legislative changes and development in the Teaching Service.
2.2 Shall be responsible for conveying advice and initiatives of the Teaching Service Commission to the Teaching Service Department and other related parties.
2.3 Responsible for establishing and maintaining channels of communication with Chief Education Officers (CEOs) and School Proprietors as well as other teachers’ professional bodies. - Improve and ensure efficiency and effectiveness of the Teaching Service Department of the Ministry particularly in relation to:
3.1 Improvement of efficiency in the processing and transferring of Teachers’ emoluments and benefits.
3.2 Improved flow of Teachers Management Information (TMIS) between schools, Teaching Service Department and Educational Management Information System (EMIS). - Improve access of Services through:
4.1 Providing advice and opportunities for capacity building and managerial skills development within the Teaching Service Department. - Improvement of quality in the Teaching Service through:
5.1 Directing and strengthening operation of various bodies responsible for terms, condition of services, professional standards, productivity and career aspects of the teaching profession.
5.2 Formulation of teaching staff development plan and strengthening of the service opportunities for teachers.
5.3 Improved quality and equity in supply of teachers. - Advocate for teaching profession and improve information dissemination.
6.1 Advocacy of teaching as a profession and dissemination of information on Teaching Service career structure and supporting legislative provisions in the country and abroad.
6.2 Establishing and operating performance management system for teachers.
6.3 Advising the Ministry through the Principal Secretary on the matters relating to Teachers conditions of service including terms of appointment, Teachers’ remuneration and benefits and leave entitlements.
6.4 Give focus and develop strategic and operational aims and objectives of the Teaching Service.
6.5 To represent Teaching Service at conferences and seminars, committees etc. as legislated or directed by the Principal Secretary of the Ministry.
6.6 To carry out duties of the Principal Secretary as may be assigned.
Job Specification
Master’s degree in Education, plus five (5) years’ experience in a managerial position in the educational sector.
OR
Master’s degree plus a professional Education qualification, plus five (5) years’ experience in a managerial position in the educational sector.
OR
Bachelor’s degree in Education/Bachelor’s degree plus a Post Graduate Certificate in Education with extensive experience in a managerial position. The required experience should not be less than 7 years in the educational sector.
