JOB SUMMARY
Under the general supervision of the Chief Executive, the Chief Economic Planner is responsible for the formulation and review of the Disaster ianagement plans and policies; preparation of the authority’s budget; coordination of the disaster management activities and supervision of staff.

MAIN DUTIES

  1. FORMULATION AND REVIEW OF DISASTER MANAGEMENT PLANS AND POLICIES
    1.1 Formulates and reviews the Disaster Management policies to ensure that the following are up-to-date;
    • All the Early Warning Information and forecasts
    • The National strategic reserves of commodities and equipment
    • The Disaster Management Plan and the Disaster Management Manual
    • Ail appropriate National Disaster Relief Plans
    • The National Reconstruction and Rehabilitation Plan for post-disaster
    recovery when an emergency ends
    • The Annual Assessments of Training Needs and the annual Disaster
    Management Training Programs.
    1.2 Represent the DMA on review and up-dating meetings for the National Development Plans for integration into the National Development Plans
  1. PREPARATION OF THE AUTHORITY’S BUDGET
    2.1 Sets in motion the preparation of the budget on annual basis to ensure that the Authority’s activities are funded.
    2.2 Interprets and enforces budgetary guidelines to the Sectional Heads on an annual basis to ensure that all sectional activities are funded.
    2.3 Compiles annual Sectional Budget for inclusion in the DMA Budget.
    2.4 To ensure that disaster management and post-disaster recovery plans are appropriately funded.
  2. COORDINATION OF THE DISASTER MANAGEMENT ACTIVITIES
    3.1Convenes and chairs meetings of the following standing groups comprising of LDF, LMPS, NGOs and UN representatives;
    • Training Group
    • Water and Sanitation Group
    • Health and Nutrition Group
    • Food and Logistics Group
    • Agriculture Group
    3.2To act as the Deputy National Disaster Relief Coordinator during the emergencies.
    3.3 Prepares Appeals for Donor Assistance when necessary.
    3.4 Represents the DMA on review and updating meetings for the National Disaster Relief Budget in preparation for the implementation, should an emergency occur.
  3. ESTABLISHMENT OF FEASIBLE OPTIONS TO ENHANCE PERFORMANCE
    4.1 Prepares an operational work plan.
    4.2 Agrees on staff annual work plans to ensure that the plans are in line with the objectives of the DMA.

Conducts quarterly appraisal of staff to determine individual performance
and training needs.
4.4 Attends meetings for budget discussions, preparation and presentation to provide guidance.
4.5 Provides on the job training for staff development.

  1. SUPERVISION OF STAFF
    5.1 Convenes monthly meetings with supervisees to facilitate planning and reporting.
    5.2 Conducts quarterly individual meetings to review progress on the work plans
    5.3 Conducts annual performance appraisals on the individual supervisees to assess their performance and determine their successes and failures
    5.4 Identifies the training and development needs of the individual supervisees and establishes strategies to guide on their training and development so as to promote their capacity, competence and effectiveness.
    5.5 Monitors and evaluates post-training and development performance of the individual supervisees in order to establish the extent and impact of the undertaken training and development programs, and determine appropriate action.

JOB SPECIFICATION
Masters in Economics/ Statistics/Agricultural Economics with Three (3) years at a senior management level in the field Economics and Development Planning.

OR
Bachelors’ degree in Economics/ Statistics/Agricultural Economics with Five (5) years at a senior management level in the field Economics and Development Planning.

Experience in Risk/Disaster Management will be an added advantage.

Other necessary knowledge and skills
Disaster Risk Reduction/Management skills

  • Experience in managing disaster / drought relief is essential
    Thorough knowledge of Public Service rules and regulations
  • Good problem solving skills
  • Good communication and interpersonal skills
  • Computer literacy
  • Good grasp of development and transformation trends within the Public Sector
  • Good leadership skills
  1. RESPOSIBILITY
    1.1 For work of others
    The incumbent is expected to provide general supervision to three (3) Divisional Heads.

2.2 For property
The incumbent is responsible for development of guidelines on the proper utilization and safekeeping of Departmental resources as well as her/his office furniture and equipment.

2.3 For budget and finances in general
The incumbent is responsible for effective control and management of financial resources in the Department.

2.4 For safety of others
This factor is very minimal.

2.5 For effect of errors
The incumbent will be held responsible for work related errors that may occur as a result of negligence on the part of the supervisees.

    The incumbent has authority for formulation and revision of disaster management policies, development and management of the strategic plan and management of resources.

The job requires the incumbent to solve complex work related problems as well as mediating conflicting subordinates.

The incumbent is expected to work independently but to report monthly to the Chief Executive
