JOB SUMMARY

To coordinate the formulation, review, monitoring, and evaluation of the National Human Resource/Manpower Development Policy and National Human Resources/Manpower Development Plan.


MAIN DUTIES

1. Develop and Maintain Manpower Model and Prepare Manpower Plan

1.1 Participate in the design of periodic labour force surveys
1.2 Establish an appropriate database and develop manpower model
1.3 Initiate and coordinate undertaking of special surveys where necessary to update the model
1.4 Project supply and demand of skills
1.5 Coordinate the preparation of the manpower plan

2. Undertake Skills Audit

2.1 Develop systems and data collection instruments to undertake skills audit
2.2 Initiate tracer studies to check absorption and use of developed skills
2.3 Undertake labour market studies

3. Coordinate the Implementation of National Manpower/Human Resources Policy and Plan

3.1 Promote the preparation of projects and development of programmes to facilitate the implementation of the Manpower Human Resource Development Policy
3.2 Identify short, medium, and long-term skills development priority areas
3.3 Design mechanisms to encourage Basotho to enroll in courses that are in demand
3.4 Contribute in relevant committees or provide inputs to assist National Manpower Development Secretariat or similar bodies in awarding scholarships
3.5 Contribute in the mobilization of resources for manpower development both within and outside the country

4. Develop, Review, and Monitor the Implementation of the National Human Resources/Manpower Policy

4.1 Develop and review the National Human Resource Policy
4.2 Liaise with relevant stakeholders to identify research needs for the formulation or review of the Human Resource/Manpower Policy
4.3 Initiate and hold consensus-building forums with relevant stakeholders to ensure their concurrence for policies
4.4 Publish and disseminate the National Human Resource Manpower Development Policy
4.5 Assess consonance of other policies with the Human Resource Development Policy
4.6 Initiate the development of specific sector skills retention strategies to curb brain drain
4.7 Supervise research on topical issues to inform national policies and Lesotho’s position on relevant regional and international policy
4.8 Provide commentary on new national, regional, and international policy initiatives concerning human resources development
4.9 Organize seminars and conferences on topical research issues

5. Manage and Enhance Performance of the Division

5.1 Agree on staff annual plans and ensure that they are in line with departmental objectives
5.2 Conduct quarterly appraisals of staff to determine individual performance and training needs
5.3 Prepare recurrent and capital budget for the division
5.4 Prepare training plans and facilitate implementation
5.5 Oversee preparation of sectional reports
5.6 Chair or represent the ministry in special task forces


JOB SPECIFICATION

Education and Training

  • Master’s Degree in Economics plus five (5) years working experience at middle management level
    OR
  • Postgraduate Diploma in Economics plus six (6) years working experience at middle management level
    OR
  • Bachelor’s Degree in Economics plus seven (7) years working experience at middle management level

Added Advantage:

  • Background in Policy Management, Policy Development, or Policy Analysis and Research

Required Skills

  • Excellent training skills
  • Excellent oral and writing skills
  • Workshop/meeting facilitation skills
  • Interpersonal and relationship-building skills
  • Computer literacy (Excel, Word, PowerPoint, etc.)
  • Ability to work under pressure
  • Proven knowledge in policy formulation and analysis
