POSITION: Chief Economic Planner – Planning Cadre Directorate
GRADE: I

RESPONSIBLE TO: Director – Planning Cadre Directorate
JOB SUMMARY
Under the general supervision of the Director, the Chief Economic Planner shall be responsible for the development, implementation, monitoring and evaluation of cadre policies; and capacity building. The Chief Economic Planner shall also be responsible for preparation of departmental budget.
KEY RESPONSIBILITIES OF THE POSITION
8. Development and Monitoring of Cadre Policies
8.1 Regularly update the schemes of service of the Planning Cadre
8.2 Develop and manage cadre policies
8.3 Monitor and evaluate implementation of the cadre’s policies
8.4 Develop and maintain staff database & complement
9. Coordinate Development and Implementation of Training Plans
9.1 Initiate and coordinate capacity needs assessment
9.2 Develop a skills database of the cadre
9.3 Coordinate and monitor implementation of capacity development programme of the Cadre
9.4 Develop orientation programme for new entrants into the cadre
9.5 Develop and maintain continuous training on development planning function
10. Preparation of Departmental Budget
10.1 Draw and submit departmental budget to the ministerial budget team for compilation
10.2 Participate in preparation and discussion of ministerial budget
10.3 Monitor budget implementation according to the departmental operational plan
JOB SPECIFICATION
Minimum Qualifications
- A minimum qualification of BA in Economics plus a Master’s Degree in the field of socio-economic planning and development
- Minimum of five (5) years’ experience as Senior Economic Planner
OR
- Degree in Economics with at least seven (7) years’ working experience as Senior Economic Planner
