JOB SUMMARY
Under the general supervision of the Director Planning, the incumbent is responsible for providing technical support for the development, monitoring and review of medium and long-term Ministerial policies, plans and strategies. Appraising projects and sector plans to ensure consistency with Ministerial mandate and plans; maintaining effective Ministerial M&E and Management Information Systems; analyzing and disseminating data to inform the planning and budgeting processes; providing guidance in the formulation, implementation, monitoring and evaluation of programs and projects.
MAIN DUTIES
1.0 Provides technical input in the development and review of macro-economic and social policies, Ministerial plans, and strategies
1.1 Carries out a comparative analysis of the existing planning documents.
1.2 Prepares and disseminates comparative analysis report to inform the development of long- and medium-term plans.
1.3 Contributes to the identification of key challenges and selection of priorities.
1.4 Prepares for stakeholders’ meetings for input in the development of Ministerial Development Plans and strategies.
1.5 Coordinates the drafting of Ministerial plans and strategies and submits draft thereof.
2.0 Appraises projects and departmental plans to ensure consistency with Ministerial strategic objectives
2.1 Conducts desk appraisal of departmental plans and strategies for ensuring consistency with Ministerial and national plans.
2.2 Conducts desk appraisal of project proposals and related feasibility studies for submission to PAC.
3.0 To maintain effective Monitoring and Evaluation and Management Information System
3.1 Contributes to the development and review of M&E plan.
3.2 Determines the cost of data sources for the agreed performance indicators.
3.3 Supports data collection and processing.
3.4 Identifies capacity constraints of various data sources.
3.5 Recommends and facilitates capacity building of key stakeholders.
3.6 Maintains an inventory of ongoing and pipeline projects.
4.0 Analyses data and produces reports to inform planning and budgeting processes
4.1 Analyses data to determine performance and trends of key indicators.
4.2 Produces socio-economic reports to support evidence-based planning and budgeting.
5.0 Provides guidance in the formulation, implementation, monitoring and evaluation of programmes and projects
5.1 Prepares and revises the project monitoring formats.
5.2 Conducts training on the use of project development format.
5.3 Monitors projects performance through projects reports and regular visits to projects sites.
5.4 Participates in multi-Sector Projects Implementation Committee meetings.
5.5 Consolidates quarterly reports on physical and financial performance of all ongoing projects.
5.6 Analyses and evaluates projects progress and project completion reports.
5.7 Participates in projects reviews and evaluations.
5.8 Participates in stakeholders’ meetings for the development of integrated projects and programmes.
6.0 Responsible for preparation and updating donor profile
6.1 Conducts preliminary meetings.
6.2 Provides technical input in Donor Round Table Conferences.
7.0 Establishes feasible options to enhance performance
7.1 Prepares an operational work plan.
7.2 Agrees on staff annual work plans to ensure that the plans are in line with the objectives of the department.
7.3 Conducts quarterly appraisal of staff to determine individual performance and training needs.
7.4 Attends meetings for budget discussions, preparation to provide guidance.
7.5 Provides on-the-job training for staff development.
JOB SPECIFICATION
Education and Training
- Master’s Degree in Economics plus five (5) years working experience as Senior Economic Planner
OR - Post Graduate Diploma in Economics plus six (6) years working experience as a Senior Economic Planner
OR - Bachelor’s Degree in Economics plus seven (7) years working experience as Senior Economic Planner
NB: Having a higher Degree in Policy, Project Management, Monitoring & Evaluation and Sector Specific Qualification is an added advantage. An applicant must have First Degree in Economics.

RESPONSIBILITIES

Responsible for supervising and directing all development planning operations including various planning units in government.

COMPLEXITY
Authority for Decision-Making
Responsible for coordinating the preparation and review of the National Development Planning Guideline and authorizing changes within the planning cadre in terms of staffing.
Problem Solving
Refers to relevant Financial Rules and Regulations, Constitution of Lesotho, Procurement Act, Public Service Regulations and Planners Manual.
Dexterity
Provides technical guidance in the development of sector plans requiring skills, mental and visual concentration.
Contacts
Regular contact with the Chief Accounting Officer and Heads of Departments at central and district levels, Donor Agencies, Non-Government and Private Sector.
Mental Effort
Very high mental effort required when establishing the National Monitoring and Evaluation System and monitoring programmes.
Effect of Errors
Massive responsibility for supervising the application of security measures where any error would result in severe adverse effects on the whole Government.
Supervision Received
Responsible to the Director and refers to Financial Regulations, Financial Order, Public Service Regulations, Lesotho Constitution, and other regulations before acting.
