JOB SUMMARY
Under the supervision of Director Planning and Information, the incumbent will coordinate policy development, production of Social Development sector plans, projects planning and budgeting.
MAIN DUTIES
1. Coordinates sector policy development and ensure consistency of sector policies to national policies.
2. Coordinates production of social protection Sector Plans and Strategic Plans and ensures their consistency to national policies and plans.
3. Provides guidelines to MOSD Departments for the development of capital projects proposals and annual projects implementation plans.
4. Guide other departments to implement National Social Protection Strategy and support the integration of Social assistance.
5. Supervise the production of social assistance programmes budget, track and provide reports on such a budget for efficient utilisation.
6. Assist community development program to implement community development model to contribute towards graduation of poverty.
7. Provide assistance during NISSA expansion to improve the services offered by MOSD.
8. Develop and implement a comprehensive and robust M & E framework in consultation, collaboration and cooperation with MOSD Departments and other key stakeholders.
9. Monitor the Disability mainstreaming plan to ensure that all stakeholders adhere to the set standards.
10. Coordinate annual sector reviews on Social Protection Sector performance for the ending year and policies, Plans and targets for the next year.
11. Conduct a review of any social development policies to assess their outcomes and impact when necessary.
12. Supervise capital projects monitoring to ensure adherence to planned time, standards and costs.
13. Produce MOSD monthly, quarterly and annual capital projects progress reports on the basis of progress reports emanating from various Departments and project managers.
14. Coordinates the MOSD annual budget process, including the production of the budget framework paper and the annual budget estimates.
15. Undertakes expenditure tracking of all capital projects and produce monthly, quarterly and annual capital projects financial reports.
16. Liaises with potential development partners and donor agencies to mobilise resources for the sector.
17. Responsible for staff supervision and development.
18. Responsible for management of resources under the section.
JOB SPECIFICATION
Knowledge and Skills
Education
Masters in Economics/Statistics plus two (2) years experience at Senior level position in the field of Economics and development planning.
OR
Bachelors’ degree in Economics/Statistics plus five (5) years experience at Senior level position in the field of Economics and development planning.
All candidates who apply for position at Grade H level and above will be subjected to assessment process as per Public Service Regulations of 2008- Division III section 24 (1).
