MAIN PURPOSE OF THE JOB

To manage and mobilise development assistance for implementation of development programmes and projects.

MAIN DUTIES

  1. To coordinate the mobilisation of external and domestic resources for financing development programmes and projects
    1.1 Coordinates the development, review, and implementation of the Partnership Policy.
    1.2 Facilitates the programming process to define the priority areas of intervention by different donors.
    1.3 Organises periodic Donor Round Table Conferences.
    1.4 Organises multi-sectoral cooperation meetings.
    1.5 Facilitates development, review, and evaluation of Country Papers.
    1.6 Organises joint sector-wide meetings between the Government of Lesotho and development partners.
    1.7 Analyses development assistance programmes for harmonisation and to avoid duplication of efforts.
  2. To coordinate harmonisation of development assistance procedures
    2.1 Develops and reviews the aid effectiveness strategy.
    2.2 Harmonises donor mission schedules and facilitates clearance of such missions.
    2.3 Facilitates establishment of monitoring, evaluation, and reporting systems on donor interventions in the context of the sector-wide approach.
    2.4 Conducts diagnostic reviews to provide reliable assessments of country systems and procedures.
    2.5 Supervises preparation of periodic briefs on multilateral and bilateral cooperation.
  3. To monitor and evaluate the development assistance
    3.1 Manages the development and maintenance of a computerised development assistance database.
    3.2 Organises annual, mid-term, and end-of-term reviews to assess implementation progress.
    3.3 Consolidates periodic progress reports to assess development assistance performance.
  4. To establish feasible options to enhance performance of the division
    4.1 Monitors all projects within the division.
    4.2 Prepares proper reports for the projects and ensures that accounts and records are well maintained.
    4.3 Agrees on staff annual work plans to ensure alignment with departmental objectives.
    4.4 Conducts quarterly appraisal of staff to determine individual performance and training needs.

JOB SPECIFICATION

Education and Training

  • Master’s Degree in Economics PLUS at least five (5) years’ experience as Senior Economic Planner
    OR
  • Bachelor’s Degree in Economics PLUS at least seven (7) years’ experience as Senior Economic Planner

Additional Qualifications (added advantage):

  • Qualifications in Policy, Project Management, Monitoring & Evaluation, or relevant sector-specific fields.

Other Relevant Knowledge and Skills

  • Proven analytical skills
  • Strong negotiation skills
  • Experience in data analysis and management
  • Ability to evaluate development proposals
  • Knowledge of Public Service Rules, Code of Conduct, and Regulations
  • Good communication skills
  • Knowledge of development planning
