JOB TITLE : CHIEF ECONOMIC PLANNER

MAIN PURPOSE OF THE JOB
Development, review and maintenance of Integrated Monitoring and Evaluation System and Management Information System, coordination of programmes and projects, sectoral plans, management of sectoral budgets and supervision and training of staff; To provide technical input for the development and review of National Development Planning guidelines, legislation, long and medium term National Development Plans (NDPs) and Policies.
MAIN DUTIES
1.0 Provides technical input in the development and review of long and medium term National Development Plans, Policies and Legislation.
1.1 Drafts action plan for the development and review of National Planning guidelines, policies and legislation.
1.2 Consults with relevant institutions and agencies for the review of planning guidelines and legislation, and circulates working documents to key stakeholders.
1.3 Carries out a comparative analysis of the existing planning documents to inform the development of long and medium term plans.
1.4 Coordinates the drafting of the National Development Plans and strategies and submits draft thereof.
1.5 Serves as a member to the national planning clusters.
2.0 Supervises formulation of projects and sectoral plans to ensure consistency with NDPs.
2.1 Conducts desk appraisal of sectoral plans and strategies for ensuring consistency with national plans and resource envelope.
2.2 Contributes in the development and review of project formats.
2.3 Conducts desk appraisal of project proposals and related feasibility studies for submission to PSIC.
3.0 Provides guidance in the implementation, monitoring and evaluation of development programmes and projects.
3.1 Prepares and revises the project monitoring formats
3.2 Conducts training on the use of project development format
3.3 Monitors projects performance through projects reports and regular visits to projects sites.
3.4 Participates in Multi-Sectoral Projects Implementation Committee meetings.
3.5 Analyses and evaluates projects progress, financial performance and project completion reports.
3.6 Participates in project reviews and evaluations.
3.7 Participates in project negotiations between GoL and development partners.
4.0 Maintains effective National Monitoring and Evaluation System (NMES) and Management Information Systems.
4.1 Contributes in the development and review of NMES.
4.2 Contributes to the setting up of sectoral MES in accordance with NMES. Determines the cost of data sources for the agreed performance indicators. 4.3 Analyses data and produces reports to inform planning and budgeting processes.
4.4 Recommends and facilitates capacity building of key stakeholders. 4.5 Maintains an information system on GoL and Development Partners’ cooperation profiles
4.6 Maintains an inventory of ongoing and pipe line projects
5.0 Contributes in the development of medium to long term Country Strategy Programmes (CSPs) between the Government and Donors.
5.1 Contributes in the programming process to define the priority area of intervention by different donors;
5.2 Organizes annual, mid and end of term reviews to assess implementation progress.
5.3 Updates the Country Strategy Programme for preparation of reports.
6.0 Preparation of ministerial plans and budget to enhance performance.
6.1 Guides development and review of ministerial strategic plan and operational plan.
6.2 Conducts quarterly appraisal of staff to determine individual performance and training needs.
6.3 Attends meetings for budget discussions, preparation and presentation to provide guidance.
7.0 Supervision and training of staff
7.1 Holds regular meetings with the sectional heads under his/her supervision to facilitate planning and reporting of the sectional activities.
7.2Convenes quarterly meetings with individual supervisors to review progress, and accordingly approves the required and necessary revision in the operational workplans.
7.3 Conduct annual performance appraisal on individual supervisees.
7.4Identify training needs of the individual supervisees and establishes strategies to guide on their training and development.
JOB SPECIFICATION
Education and Training and Experience
Masters in Economics/Statistics plus three years (3) working experience at Senior Management Level in the field of Economics and Development Planning.
OR
Bachelors’ degree in Economics/Statistics plus Five (5) years working experience at Senior Management Level in the field of Economics minor in Statistics and Development Planning.
Other relevant Knowledge;
- Good managerial and leadership skills;
- Good interpretation and analytical skills;
- Ability to evaluate development proposals;
- Good report writing skills;
- Competence in research;
- Good Communications Skills.
