JOB SUMMARY:

UNDER THE GENERAL SUPERVISION OF DIRECTOR PROJECT CYCLE MANAGEMENT. THE INCUMBENT WILL BE RESPONSIBLE FOR IDENTIFICATION AND PREPARATION OF DEVELOPMENT PROGRAMMES AND PROJECTS, UPDATING AND MANAGEMENT OF PUBLIC SECTOR INVESTMENT PROGRAMME, PROVIDE GUIDANCE AND SUPPORT IN THE MONITORING AND EVALUATION OF DEVELOPMENT PROGRAMMES AND PROJECTS, ESTABLISH FEASIBLE OPTIONS TO ENHANCE PERFORMANCE OF THE SECTION, PREPARATION OF SECTIONAL BUDGET AND SUPERVISION OF SECTIONAL STAFF.

  1. IDENTIFICATION AND PREPARATION OF DEVELOPMENT PROGRAMMES AND PROJECTS
    1. Facilitates screening of project concept notes for PSIC
    1. Prepares for PSIC sittings for appraisal of project proposals
    1. Reviews submission formats for project profiling.
    1. Supervises the drafting/ production of appraisal report
    1. Facilitates accessibility of project preparation fund for MDAs to undertake feasibility studies, Environment Impact assessment and other studies.
  • UPDATING AND MANAGEMENT OF PUBLIC SECTOR INVESTMENT PROGRAMME
    • Monitors regular updating of Public Sector Investment Programme (PSIP) to ensure that all appraised programmes and projects are included in the PSIP in preparation for annual budget process.
    • Facilitates financing of PSIP for implementation of programmes and projects.
    • Facilitates the dissemination of the PSIP to relevant stakeholders.
    • Produce training material to capacitate Ministries, Departments and Agencies (MDAs) on managing the PSIP database.
  • PROVIDE GUIDANCE AND SUPPORT IN THE MONITORING AND EVALUATION OF DEVELOPMENT PROGRAMMES AND PROJECTS
    • Designs a comprehensive guideline for Ministries, Departments and Agencies (MDAs) to submit quarterly reports.
    • Organizes Ministries, Departments and Agencies (MDAs) quarterly review meetings to assess the physical and financial project implementation progress.
    • Compiles quarterly progress reports for decision making
  • ESTABLISH FEASIBLE OPTIONS TO ENHANCE PERFORMANCE OF THE SECTION.
    • Coordinates the Development of annual sectional operational plans.
    • Coordinates the preparation of sectional annual budget.
    • Monitors implementation of the sectional Operational plan
    • Conducts biannual appraisals of staff.
    • Coordinates development of the sectional training plan.
  • PREPARATION OF SECTIONAL BUDGET
    • Draws and submits Sectional budget to the Head of Department for onward submission to the ministerial budget team for compilation.
    • Participates in preparation and discussion of departmental budget.
    • Reviews budget implementation systematically according to the sectional operational plan.
  • SUPERVISION OF SECTIONAL STAFF
    • Approves sectional individual work-plans to ensure adherence to National priorities.
    • Allocates tasks and responsibilities to ensure operational effectiveness of the department.
    • Periodically monitors the supervises performance for planning and reporting.
    • Approves adjustments of work plans as and when need arises.
    • Appraises performance to measure actual against planned performance.
    • Conducts and recommends training for staff to improve their skills
    • Compiles training plans for the section.

JOB SPECIFICATION

EDUCATION AND TRAINING

Masters’ in Economics PLUS Four (4) years’ experience in project planning and management at middle management level

OR

Postgraduate Diploma in Economics PLUS Six (6) years’ experience in Project planning and management at middle management level

OR

Bachelors’ degree in Economics PLUS Eight (8) years’ experience in project planning and management at middle management level.

  • Project Management and Monitoring and Evaluation will be an added advantage.

OTHER RELEVANT KNOWLEDGE;

  • Excellent oral and writing skills, facilitation skills
  • Interpersonal and relationship building skills.
  • Computer Literacy, Excel, Word, Power Point etc.
  • Ability to work under pressure.
  • Proven knowledge on Human Resource development and planning.
  • Proven knowledge on policy formulation and analysis.
