JOB TITLE : CHIEF ECONOMIC PLANNER

JOB SUMMARY
Under the supervision of Principal Secretary the incumbent will provide technical input for the development, review and monitoring of National Development Planning guidelines, legislation long and medium term, National Development Plans and Strategies; maintains a National Monitoring and Evaluation database; analyse and disseminate data to inform the planning and budgeting process.
MAIN DUTIES
1. Prepares for the review of National Development Planning Guidelines and legislation:
1.1 Drafts action plans for the review of National Planning guidelines and legislation.
1.2 Consults with relevant institutions and agencies for the review of planning guidelines and legislation.
1.3 Identifies and circulates working documents to key stakeholders for the review.
2. Provides technical input in the development and review of long- and medium-term National Development Plans, Strategies:
2.1 Carries out a comparative analysis of the existing planning document.
2.2 Prepares and disseminates comparative analysis report to inform the development of long and medium terms plans.
2.3 Contributes in the identification of key development challenges and selection of priorities.
2.4 Prepares for stakeholders’ meetings for inputs in the development of National Development Plans and Strategies.
3. Appraises projects and sectoral plans to ensure consistency with NDPs:
3.1 Conducts desk appraisal of sectoral plans and strategies for ensuring consistency with national plans and resource envelope.
3.2 Contributes in the development and review of project formats.
3.3 Conducts desk appraisal of project proposal and related feasibility studies for submission to PAC.
4. Maintains effective National Monitoring and Evaluation System (NMES) and Management Information Systems:
4.1 Contributes in the development and review of NMES plan.
4.2 Contributes to the setting up of the NMES in accordance with the plan.
4.3 Determines the cost of data sources for the agreed performance indicators.
4.4 Supports data collection and processing.
4.5 Identifies capacity constraints of various data sources.
4.6 Recommends and facilitates capacity building of key stakeholders.
4.7 Maintains an information system on GoL and Development Partners’ cooperation profiles.
4.8 Maintains an inventory of on-going and pipeline projects.
5. Analyses data and procedures reports to inform planning and budgeting processes:
5.1 Analyses data to determine performance and trends of key indicators.
5.2 Produces socio-economic reports to support evidence-based planning and budgeting.
6. Provides guidelines in the formulation, implementation, monitoring and evaluation of development programmes and projects:
6.1 Prepares and revises the project monitoring formats.
6.2 Conducts training on the use of project development format.
6.3 Monitoring projects performance through projects reports and regular visits to projects sites.
6.4 Participates in Multi-Sectoral Project Implementation Committee meeting.
6.5 Consolidates quarterly reports on physical and financial performance of all ongoing projects.
6.6 Analyses and evaluates projects progress and project completion reports.
6.7 Participates in projects reviews and evaluations.
6.8 Participates in stakeholders’ meetings for the development of integrated projects and programmes.
7. Participates in projects negotiation between GoL and Development partners
7.1 Conducts preliminary meetings.
7.2 Provides technical inputs in Donor Round Table Conferences.
8. Harmonizes external development assistance procedures:
8.1 Liaises with ministries to facilitate effective donor cooperation.
8.2 Advises on the establishment of common arrangements for disbursements, monitoring, evaluation and reporting on donor interventions in the context of sector wide approach.
8.3 Participates in diagnostic reviews that provide reliable assessments of country systems and procedures.
8.4 Reconciles schedules of visiting missions of development partners.
8.5 Participates in GoL and development partners’ meeting and serves as secretary.
9. Contributes in the development of medium to long term country Strategy Programmes (CSPs) between the Government and Donors:
9.1 Contributes in the programming process to define the priority area of intervention by different donors.
9.2 Organises annual, mid and end of term reviews to assess implementation progress.
9.3 Updates the Country Strategy Programme for preparation of reports.
10. Establishes feasible options to enhance performance:
10.1 Prepares an operational work plan.
10.2 Agrees on staff annual work plans to ensure that the plans are in
line with the objective of the department.
10.3 Conducts quarterly appraisal of staff to determine individual performance and training needs.
10.4 Attends meetings for budget discussions, preparation and presentation to provide guidance.
10.5 Provides on the job training for staff development
JOB SPECIFICATION
Education and Training
Master’s in economics/ statistics Plus three (3) years working experience at a senior management level in Economics field and Development Planning.
Masters in Monitoring and Evaluation or Master’s in Project Management will be an added advantage.
OR
Bachelors’ degree in Economics/ statistics plus five (5) years working experience at a senior management level in the Economics and Development Planning field.
Honour/ Degree in Monitoring and Evaluation or Degree in Project Management will be an added advantage.
