JOB SUMMARY
Provide technical input for the development, review and monitoring of National Development Planning guideline, legislation, long and medium term, National Development Plans and Strategies. Maintain a National Monitoring and Evaluation database, analyze and disseminate data to inform the planning and budgeting processes.
Main duties
Initiates formulation of the strategic Planning Process, Aligns the National Strategic Plans with the Ministerial Operational Plan and Sectional operational plans
JOB DESCRIPTION
1. Coordinates production of Strategic plans and ensures consistency with National Sectoral Plans
1.1 Participate in the development of Ministerial Policy and Strategic plan.
1.2 Assist in National Ministerial development plans and strategies.
1.3 Priorities areas for resource allocation.
1.4 Prepares capital budget and monitor its implementation.
1.4 Coordinate research activities and writes research papers on topical economic and social issues.
2. Monitoring and evaluation of the Departmental projects
2.1 Coordinates development of capital projects, proposals and annual projects work- plans
2.2 Coordinates development of annual work–plans to implement policies and plans; including all ministerial priorities ratified at regional and international levels.
2.3 Coordinate and monitor implementation of development projects for all levels.
2.4 Monitoring and coordination of projects progress reports, to ensure the implementation by various departments to produce monthly, quarterly and annual plans
3. Support Ministerial Departments to implement budgeted projects
3.1. Oversees to timely release, disbursement and liquidation of funds (submission of expenditure reports and supportive document) through the section responsible for projects’ financial management
3.2. Consolidates periodic financial progress reports, based on GOL and Donor funded reports.
4. Coordinates Formulation and Analysis for Ministerial Economic and Sectoral
policies
4.1 Responsible for the formulation and analysis for Micro-Economic and Sectoral Policies.
4.2 Prepares and maintains economic forecasting model.
4.3 Responsible for the preparation and updating of the Ministry ‘s donor profile
JOB SPECIFICATION
Master’s degree in Economic or related field plus at least three (3) years working experience in Economic planning.
OR BA Degree in Economics or related field plus at least five (5) years working experience in Economic planning
