Job Title: Chief Consultant
Department: LIPAM

Responsible To: Head Consultant
Division: Information Technology and Computer Training
Number of Posts: 1 (One)
Job Summary
Under the general supervision of the Head Consultant, the incumbent is responsible for delivering training in Information and Communication Technology; supporting the divisional head in developing and reviewing Information and Communication Technology training programs, and providing mentorship to junior consultants in the division.
Main Duties
1. Strategic Leadership
- Participates in preparation of divisional goals and objectives
- Participates in drawing of divisional plans and reports
- Contributes to the establishment of high standards of performance of the division
2. Staff Development
- Provide regular coaching and guidance to junior staff to improve their performance
- Organize staff development activities for junior divisional staff
- Participate in the assessment of performance for junior consultants
3. Training of Public Officers
- Participate in the assessment of training needs of public officers
- Develop short- and long-term training courses in ICT for public officers
- Conduct regular training courses as per LIPAM annual prospectus
- Liaise with the officer in charge of marketing for divisional training courses among Ministries, Departments, and Agencies
- Participate in the evaluation of the impact of LIPAM training
- Develop and deliver orientation, refresher, and specialist ICT courses for public officers
4. Consultancy
- Establish client needs
- Support junior consultants in preparing proposals and undertaking consultancy work
- Prepare proposals and conduct management development consultancies in ICT
- Assist clients in implementing consultancy recommendations
- Prepare consultancy reports and follow up on implementation
5. Research
- Participate in development and management of research projects
- Assist junior consultants in preparing research proposals
- Undertake research
6. Collaboration and Cooperation with Professional Bodies
- Participate in collaborative networks with local, regional, and international professional institutions and associations
- Engage in collaborative development projects and activities
7. Publications and Seminars
- Periodically publish papers on topics related to the division
- Present papers on identified themes at seminars and conferences
Job Specification
Education and Experience Requirements:
- Master’s Degree in Computer Science or related field, plus four (4) years’ work experience as a trainer, in consultancy, or research
- OR Honours Degree or Postgraduate Diploma in Computer Science or related field, plus five (5) years’ work experience
- OR Bachelor’s Degree in Computer Science or related field, plus six (6) years’ work experience
