QUALIFICATIONS AND EXPERIENCE
Required Qualifications and Experience
- Bachelor of Pharmacy
- Current registration with the relevant in-country regulatory body
- Post-graduate Degree or Diploma in HIV/AIDS Management
- Postgraduate qualification in operations and management or related
- At least 10 years’ experience working as a Pharmacy Manager
- High-volume prescription dispensing processes
- Quality assurance procedures in the dispensing process
- Management of pharmacy operations, people and conflict management
- Other essential experience: medication safety management, quality management, financial management, product management, asset management, people management, continuous professional development and training of staff, keeping up to date with developments in relevant technology and optimal utilisation thereof

KEY PERFORMANCE AREAS
Manage regulatory affairs of the Central Dispensing Unit
- Ensure that the CDU operations comply to the legislation governing pharmacy practice, as prescribed by Lesotho Medical, Dental and Pharmacy Council
- Ensure that all personnel employed in the CDU comply with the professional code of conduct for registered persons in terms of the Lesotho Medical, Dental and Pharmacy Council
General management of the Central Dispensing Unit
- Human Resources:
- Manage employment relations in accordance to the in-country labour legislative framework
- Manage staff performance in accordance to RTC performance management framework
- Establish policies and procedures to be followed by pharmacy personnel, which are in accordance with pharmacy law, acceptable pharmacy practice and professional standards
- Operations: Manage CDU operations in accordance to the SOPs with respect to:
- Develop CDU operational plan with performance targets
- Quality Assurance:
- Develop a quality assurance manual for the CDU
- Ensure that all personnel employed in the CDU are trained on the CDU operational procedures
- Information Systems:
- Ensure that the deployed IS responds to the information needs for effective management and evaluation of the CDU programme
- Ensures that all personnel are trained in the CDU IS
- Report on the performance of the IS
- Compile and submit monthly reports to REP central based on the key performance indicators
- Asset management:
- Manage all CDU assets in accordance to the RTC/USAID asset policy
- Ensure that asset register is maintained for all CDU assets
- Monitor asset maintenance plan in accordance to manufacture specifications
- Management of IT infrastructure and CDU equipment
Financial Management:
Verify PuP service provider claims in accordance to the SOP and SLA
Ensure timeous submission of PuP service provider claims for payment by HQ
Manage the CDU operational overhead costs
The provision of financial, budget and expenditure management
Financial risk management – ensure avoidance of wasteful expenditure
- Participate in local MoH task team meetings
- Liaise with the MOH and all the IPs
- Manage SLA with PuP service providers
- Conduct regular mentorship and training of the PuP service providers
- Attend and report to the DMO monthly performance on the CDU based on key performance indicators
- Ensure that all patient queries received at the CDU are attended to and resolved timeously
- Customer relations, including conducting regular patient satisfaction survey at both treatment site and PuP site
- Support treatment facilities in strengthening the pharmaceutical supply systems within the district
- Liaise with treatment facilities on issues pertaining to referrals from facility to CDU (accuracy of demographics, adequate number of patients referred, results of systems that integrate with CDU systems)
- Liaise with Heads of Schools of Pharmacy on implementation science research projects regarding the CDU programme
- Negotiate supply chain agreements with MoH in support of the CDU programme
- Support medicines logistics mechanisms at national level
- Participate in national Supply Chain Management TWGs
