Duties

Job holder is a senior program specialist and key public health technical advisor functioning at a project management level with the official responsibilities for Monitoring and Evaluation (M&E) of HIV/AIDS activities within the agency in country.  The main purpose of this position is to develop programs leading to the monitoring and evaluation of PEPFAR-funded programs as defined in the PEPFAR Country Operational Plan (COP).  Job holder will work at a senior technical advisor and project management level to coordinate the design, implementation, and strengthening of monitoring systems and evaluation projects related to HIV/AIDS programs.  Quantifying progress towards targets set for PEPFAR and the National HIV response requires public health technical knowledge, results-oriented data analysis, advocacy, and the ability to develop and maintain collaborative working relationships with USG partners at both implementer and national levels. Jobholder represents the agency on M&E issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies

Qualifications and Evaluations

Requirements:

EXPERIENCE:  A minimum of five years of progressively responsible, job-related, professional-level experience, working as a monitoring and evaluation specialist in a health/medical research organization, university or public health program implementing agency is required.

JOB KNOWLEDGE: Must have a detailed  understanding of the structure and functions of PEPFAR, including detailed knowledge of the agency(ies)role and function in support of PEPFAR; PEPFAR and participating agency and USG policies, guidelines, and procedures for memoranda of understanding, administration of grants, contracts, and cooperative agreements; and intra-agency procedures for coordination with agency headquarters and Embassy management.
Education Requirements:

  • Completion of Primary School
  • Completion of Secondary School or Local Mandatory Schooling and received high school diploma
  • College (2 years) or Post-Secondary School
  • Bachelor’s Degree
  • Master’s Degree
  • Doctorate Degree

Evaluations:

LANGUAGE:  Level IV in English (Fluency) Speaking/Writing/Reading is required

SKILLS AND ABILITIES: Required to utilize specialized M&E knowledge to plan, oversee, monitor and analyze complex surveys and continuing programs and activities at the national and local levels. Job holder must coordinate planning and implementation of program activities to be consistent with programs of other USG partners in support of HIV monitoring and evaluation. This requires an advanced knowledge of currently practiced and accepted M&E methods, especially those used by PEPFAR. Excellent overall computer skills and experience with at least one common epidemiologic data analysis software (, STATA, SAS, SPSS, RStudio). Good numerical skills for manipulating and reporting statistical data are required.
