CCI seeks to employ a Finance Director who will be based in Pretoria.

Purpose of Job:

CCI is seeking a top-performing, highly motivated Finance Director to implement effective financial management system and procedures for a USAID-funded Community Response programme. CCI provides a unique opportunity for the candidate to work very closely with a dynamic leadership team consisting of the Chief Executive Officer, the Chief of Party and the Chief Financial Officer as part of the Finance and Operations Team within CCI. This role will require close collaboration with Programme team members with the candidate expected to also provide support to the external programme partners, creating an enabling environment for effective financial management systems and procedures in compliance with partners’ contractual agreements. This is a career position and will be included as part of CCI’s succession planning efforts.

KEY RESPONSIBILITIES

Reporting to the Chief Financial Officer and working directly with the Chief of Party, the Finance Director will be responsible for performing the following functions:

Financial Management

  • Review and submit cash requests to USAID and other similar funders.
  • Review and submit the liquidation report to USAID on a monthly basis
  • Analyse monthly financial status reports of sub- partners
  • Preparations of Monthly Dashboard.
  • Reviews payment requisitions as delegated before payment release.
  • Facilitate the budgetary alignment of CCI and sub partners.
  • Prepares stakeholder reports
  • Advises Management of contractual, financial and compliance risks
  • Responds to queries from the Donor relating to Financial Matters.

Grants and Contract Management

  • Ensure proper process and protocols observed throughout contract or grant life cycle
  • Keeps abreast of legal changes
  • Ensures the effective negotiation of all consultants, commercial and partner contracts, sub-agreements, grants, memoranda of understanding (MOU’s), cooperative and funded agreements with US government and other partners.
  • Liaises with the Sub-recipients, Sub-contractors and Consultants to build capacity and ensure compliance with funder requirements and all applicable regulations and performance of contracts.
  • Identifies and manages awards close-out requirements across a portfolio of awards.
  • Contributes to regular Management Meetings (to review award/contract financial and performance status, critical risks/issues, and required actions etc.)
  • Ensures properly documented policies, procedures and protocols regarding awards management and monitoring from Proposal Development to Close Out.
  • Develops and oversees standard terms and conditions for awards, contracts, sub-contracts, consultants and both program and commercial contracts.
  • Ensures contractual, donor and legal requirements are monitored and met by conducting compliance assessments of SA Programs departments
  • Maintains permanent soft and hard copy files including successful proposals and all award documents and correspondence.
  • Develop and maintain templates and tools.
  • Any other special projects

SR Audit

  • Manage the recipient contracted audit process (Compliance audit process) for Sub- Partners.
  • Manage the resolution of the audit findings of Sub Partners

Asset Management

  • Oversees the management of donor purchased assets: recording, depreciation, valuation, transfers, disposals, verification and reporting.

People Management

QUALIFICATIONS AND EXPERIENCE

  • A Minimum of B. Com Honours preferably in Accounting with Articles or Equivalent
  • A minimum of 12 years Accounting working experience
  • A Masters degree in Accounting would be ideal
  • CA (South Africa) or equivalent is required
  • Strong knowledge of USAID Rules and Regulations
  • Training on Supply Chain Management related courses.
