CCI: Commissioning Brief – Masiphephe Radio Drama Series

Centre for Communications Impact (CCI) invites bids for the production and broadcast of a radio drama series as part of the interventions part of Masiphephe Network, a USAID funded project focused on reducing gender-based violence in selected districts in Gauteng, Mpumalanga and KwaZulu Natal. Bids should be submitted to Pinky Makhaye via email ([email protected]) by February 25th 2020.
 
Short listed service providers will be selected and notified a week after receiving the bids. We expect to commission a successful service provider by June 2020.

  1. Background:

Centre for Communications Impact (CCI) is a section 21 South African organization that specializes in the use of strategic communication to improve the health and well-being of all people living in South Africa. We have implemented a number of public health campaigns focused on HIV and Gender based violence (GBV) under the Brothers for Life and Zazi brands, and have created the well-known dramas Intersexions, Tsha Tsha and Sex Tips for Girls. We also run Asibonisani, a community based programme that offers a number of inter-personal development programmes in the field of HIV, GBV and parenting in communities around South Africa.
 
The project for which we require the radio drama series is Masiphephe Network, a unique project funded by USAID designed to enable local authorities and civil society organisations to work together to reduce GBV in their areas and to improve access to justice and victim empowerment.
 
CCI is implementing the Masiphephe Network project in partnership with Fixed, the UCT’s Gender Health and Justice Research Unit (GHJRU) and four community based organisations, namely, ADAPT and Sonke Gender Justice, PSASA, Gugu Dlamini Foundation and Ethembleni Crisis Centre, to implement the Masiphephe Network Project in the City of Johannesburg, Mbobela, Emalahleni and eThekwini.
 
Key to the success of the project is the use of creative and innovative participatory approaches to educate and engage communities on social and cultural norms, and behaviours that contribute to GBV; strengthen community governance and accountability; and improving access to comprehensive services, resources and  justice for all victims and survivors of GBV, with the ultimate aim of creating safe and GBV free communities.

2. The Radio Drama Series

As part of the Masiphephe Network interventions, a 30 minutes Masiphephe radio talk show series aimed at facilitating community engagement and discussion on thematic GBV topics, raising awareness on risks and signs of abuse, safe spaces and available services for survivors and perpetrators of GBV will be broadcast on selected community radio stations in the respective project sites. The radio drama series will form part of elements of the Masiphephe radio talk show. It will be a prelude dramatisation of topical issues that will be discussed in each episode of the talk show.
 
CCI seeks to engage the services of a production company with experienced drama writers, producers, directors and with access to radio production facilities to produce an exciting, entertaining, quality South African radio drama series.
 
Content

We are looking for a feel-good family entertaining drama with health and social development messaging, particularly addressing GBV. It should be a heart-warming South African story for the South African audience based in the Masiphephe project sites, namely Soweto, Alexandra, eThekwini, Emalahleni and Mbombela. The storylines, dialogue and emotional complexity should depict the lived experiences of GBV in South African communities with key messages and behavioral solutions projected through relatable characters who change and develop, however, without using stereotypes and clichés. Stories should mesmerize, captivate and seduce the listeners to make an appointment with the characters in the next episode and motivate them to interrogate beliefs and behaviors that perpetrate GBV and endeavor to create safe communities that are free of GBV. It should also encourage people to take up available services for survivors and perpetrators of GBV.
 
Length

We are looking for a Four series drama, with each series consisting of 13 episodes of 10 minutes per episode.
 
Target Audience

Entire family with specific focus on youth, men and women and members of the LGBTI community, aged 14 and above who are at risk of being victims or perpetrators of GB.  
 
Language

Scripts are expected to firstly be developed in English for notes and feedback purposes, and the approved scripts to be adapted and translated into isiZulu, siSwati, and seSotho.

Broadcast timeline: 2020 – 2023 on prime time radio
 
3. Requirements

The proposals must contain the following information:
A short proposal pitch
Examples of successful work produced in the last 5 years. This should be in the form of links to audio clips of a drama series of not more that 13 episodes with a social development agenda that was scripted and produced by your team.
A one-page writeup on the most successful social development project you have worked on and explain why it was a success.
Short-listed production companies will be invited to present their proposals in person, at a time that is suitable to both parties.
