Job Title:         Capacity Strengthening Coordinator

Reports to:       Systems Strengthening Specialist 

Job Summary:  

The Capacity Strengthening Coordinator (CSC) will be seconded to the Ministry of Social Development (MoSD) to strengthen capacity, to improve coordination and collaboration of the Orphaned Vulnerable Children (OVC) response at district levels to ensure quality services are provided to OVC. Located at district level, and in collaboration with district management and social workers, CSC’s will strengthen the capacity of the District Child Protection Teams (DCPT); provide technical support to the DCPT’S to establish and strengthen the capacity of Community Council Child Protection Team’s (CCPT).

The incumbent will act as a bridge between the MoSD at district level, IP’s; community structures; and community actors to facilitate the active referral of children in need of protection across ministries and ensure that services are received.  Working closely with the District Manager, provide technical oversight and assist with district planning, implementation, monitoring and reporting and strengthening of services to children and families generally.  They will participate as a collective in the provision of technical assistance to the MoSD, other government agencies and stakeholders at all levels to advance the institutionalisation of case management as an approach, as well as develop/review and monitor implementation of social services systems policies and strategies.

Roles and Key Responsibilities:

  • Support MoSD in the development of strong coordinating mechanisms to improve the district OVC response with the goal of having an improved OVC national response, including:
    • Building the capacity of the DCPT’s to undertake their scope of work
    • In collaboration with DCPT’s assist with the establishment and building of the capacity of CCPT’s
    • Assist in the provision of secretarial functions to DCPT’s whilst building the capacity of each DCPT to undertake this function.
    • Introduce the technique of case conferencing for the referral and resolution of welfare cases
    • Provide Technical Assistance for appropriate referrals for child protection cases
    • Ensure coordination of service delivery between MoSD, Implementing Partners and other community actors.
    • Ensure cross fertilization of programs that will enhance the quality of life of OVC’s
  • Provide Technical Assistance to District Management in the following areas:
    • Together with the district management, assist with the Development of workplans
    • Assist monitoring workplan against milestones and indicators
    • Develop periodic reports against the workplan
  • Provide assistance to District management in the resourcing and co-ordination of capacity building initiatives at district level for the institutionalization of case management.
  • Account to Systems Strengthening Specialist through:
    • Provision of a weekly and monthly plan.
    • Reports on the weekly and monthly plans
    • Informing the Systems Strengthening Specialist on issues that are successful or impeding the implementation of the CSC’s function.
    • Attending supervisory session as per agreement with the Systems Strengthening Specialist
    • Participation in evaluative meetings to inform quarterly or semi-annual and annual reporting.

Experience and Requirements

Education, Skills & Experience

  • Degree in Social Work
  • 5 year’s relevant social work experience with either international development programs, or the public sector such as the MoSD, or another appropriate Ministry.
  • Knowledge of system strengthening interventions specifically case management 
  • Strong competence in collaboration, integration, capacity building, facilitation and research 
  • Knowledge of working in a team
  • Knowledge of program design requirements and regulations of major donors.
  • Excellent writing skills.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications,
  • Good relationship skills with ability to work collaboratively as part of a multidisciplinary and multicultural teams
  • Strategic, analytical, problem-solving and systems thinking capacity and skills
  • Strong data collection and research skills and ability to interpret and analyze data
  • Proactive, resourceful, and results-oriented
  • Willingness and ability to travel to the operational areas on frequent basis as project demands.
  • The candidate must be willing to reside in Qacha’s Nek.
