The U.S. Agency for International Development (USAID) awarded FHI 360 the Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project (LINKAGES), a five-year cooperative agreement funded by the U.S. President’s Emergency Plan for AIDS Relief. FHI 360 works in partnership with Pact Lesotho who is leading the implementation of LINKAGES in the two districts of Maseru and Leribe in Lesotho.

The project aims to enhance HIV prevention and care cascade by increasing reach to key populations most at risk of acquiring or transmitting HIV, promoting routine HIV testing and counseling, and actively enrolling those with HIV into care and support interventions that enable them to remain in care. The project works with the local KP community-based organizations (CBOs), under a sub-grant mechanism, to increase their capacities for improved organizational, financial systems, monitoring, engagement, and participation of the groups in the HIV response for KP.

Capacity Development Advisor

Position Purpose

the Capacity Development (CD) Advisor will be responsible for implementation, coordination and administration of the capacity development activities for Pact Lesotho. The CD Advisor will provide technical leadership and oversight to the capacity development strategy for institutional strengthening to the KPIF, LINKAGES and Global Fund sub-partners in Lesotho to have good governance and management systems to effectively deliver programs, monitor and have sound financial systems in place.

Key Responsibilities

  • Provide technical support to Pact Lesotho capacity development activities for sub- partners on data driven management of the HIV program;
  • Assist Pact Lesotho’s technical units, and the implementing partners in the strengthening and implementation of specific capacity strengthening tools and mechanisms to ensure continuous high quality of CD activities;
  • Facilitate advocacy, capacity building, documentation and dissemination of capacity building success stories, and monitoring to use references and information technology platforms for comprehensive HIV program management;
  • Lead the development and implementation of the KPIF, LINKAGES and Global Fund Lesotho projects’ overall CD strategy to strengthen the technical and organizational capacity of indigenous KP-led and KP-competent organizations toward direct funding from donors
  • Work with CBOs, CSOs, other KP partners, local health centers and the MOH to increase the uptake of HIV and other health and wellness related services both at a community and clinic level.
  • Lead the technical and contextual adaptation of Pact’s CD tools and approaches, including the adaptation of the Integrated Technical Organizational Capacity Assessment (ITOCA), Organizational Performance Index (OPI), Network Analysis (ONA), and Institutional Strengthening Plans (ISPs);
  • Conduct the technical and organizational capacity assessments for KP-led and KP-competent sub-partners under the KPIF, LINKAGES and Global Fund Lesotho projects using the ITOCA, OPI and ONA tools;
  • Oversee the development of ISPs for sub-partners and oversee and support their full implementation, including tracking of progress through monthly reports and review meetings
  • Assist the sub-partners to plan, budget and implement CD activities and review program documents, implementation plans and budgets to ensure that CD activities are effectively incorporated into the overall scope of work.;
  • Facilitate network analysis and network strengthening activities to identify barriers and opportunities for advancing HIV/AIDS epidemic control;

Basic Requirements

  • Experience working with NGOs/CBOs, grant-making and HIV/AIDS or health field.
  • Strong understanding of  the civil society actors in Lesotho and the organizational and political challenges.
  • Understands the HIV-related needs of key population groups in Lesotho, including female sex workers, and/or men who have sex with men, and transgender individuals.
  • Excellent oral and written communication skills. Fluency in verbal and written English and Sesotho is required

Preferred Qualifications

  • An advanced degree in international development, organizational development, human resource management, change management, business or public management, public health or a related field.
  • At least 5 years of work experience in capacity development projects, including experience working in community mobilization and civil society development. Experience with PEPFAR transition awards and/or successfully graduating indigenous partners to direct donor funding will be an added advantage.
  • Proven facilitation, training, and mentorship skills as it relates to working with CSOs.
