Maseru City Council (MCC), under the Ministry of Local Government, Chieftainship, Home Affairs and Police, invites quotations from small community contractors and individual artisans for the rethatching and repair of the roof trusses at Pitso House, Pitso Ground.

This procurement is conducted under Section 105 of the Public Procurement Act, 2023, which promotes community participation.

Background

Maseru City Council has received funding from the Government of Lesotho for the rehabilitation of Pitso Ground, the historic site where Lesotho attained its independence.

As part of this initiative, MCC intends to empower local suppliers, artisans, and community contractors by undertaking rehabilitation works through direct community participation.

Scope of Work

The successful contractor will be responsible for, but not limited to, the following:

  • Inspecting and assessing the existing roof trusses to determine structural integrity and required repairs.
  • Repairing or replacing damaged or deteriorated timber truss members, connections, and bracing.
  • Removing and safely disposing of old, damaged thatching.
  • Supplying and installing new thatch roofing while preserving the traditional character and heritage significance of Pitso House.
  • Treating thatch and timber components against fire, rot, and pest damage where appropriate.
  • Clearing the site and disposing of all waste materials upon completion.
  • Repairing any incidental damage caused to surrounding structures or the site during the works.

Eligibility

This opportunity is open to:

  • Small community contractors and individual artisans residing in or operating within Maseru.
  • Applicants with demonstrable experience in thatching and/or traditional timber truss work.
  • Applicants who can provide references or evidence of similar completed work, including thatching, roofing, or traditional structure repairs.

Registration with the relevant local trade or business authority, where applicable, will be an added advantage but is not mandatory, in line with the community participation provisions of Section 105.

Submission Requirements

Interested contractors and artisans must submit:

  • A written quotation with a detailed breakdown of labour and material costs.
  • Proposed timeframe for completing the works.
  • Brief description of relevant experience with contactable references where available.
  • Copy of a valid national identity document (or equivalent).
  • Contact details, including:
    • Name.
    • Physical address.
    • Telephone number.
  • Municipal Clearance Certificate.

Mandatory Site Visit

A compulsory site inspection will be held as follows:

  • Date: Friday, 31 July 2026
  • Time: 10:00 a.m.
  • Venue: Pitso House, Pitso Ground

Interested contractors and artisans must assemble at Pitso House at the scheduled time.

Attendance at the site visit is mandatory for a quotation to be considered.

Submission Instructions

Quotations must be submitted in a sealed envelope clearly marked:

The sealed quotation must be delivered to the Office of the Town Clerk, Maseru City Council, on or before the closing date and time.

Evaluation Criteria

Quotations will be evaluated based on:

  • Responsiveness to the scope of work.
  • Relevant experience and demonstrated competence in thatching and traditional timber truss repairs.
  • Reasonableness and completeness of the quoted price.
  • Proposed completion timeframe.
  • Preference for local community-based contractors and artisans, consistent with Section 105 of the Public Procurement Act, 2023.

General Conditions

  • Maseru City Council reserves the right to accept or reject any quotation or cancel this call for quotations without incurring liability.
  • The successful contractor(s) will work under the supervision and direction of MCC’s designated site representative.
  • Payments will be made according to agreed project milestones.
  • All work must comply with applicable health and safety requirements.
