Call for Proposals: Website Design Competition for the Radiation Protection Agency (RPA)
The Government of Lesotho has declared youth unemployment a state of emergency, and in response, youth-owned businesses are being prioritized for opportunities in projects and service provision.
In this spirit, the Radiation Protection Agency (RPA) invites registered youth-owned businesses to participate in a Website Design Competition. The winning business will be awarded the contract to develop and host the official RPA website.
Objectives of the Competition
• To create a professional, user-friendly, and secure website for the RPA.
• To ensure accessibility of information to the public, stakeholders, and regulated parties.
• To promote youth participation in national projects and innovation.
Scope of Work
The winning business will be expected to:
- Design and develop an interactive and modern website for RPA.
- Provide a content management system (CMS) that allows RPA staff to update content easily.
- Ensure the website includes essential features such as:
- About RPA (mandate, structure, legal framework)
- Regulations, forms, and guidelines
- News and updates
- Contact information
- Ensure responsiveness (desktop, mobile, tablet) and accessibility (compliance with accessibility standards).
- Provide basic training to RPA staff on managing and updating the website.
- Provide post–launch support for at least 6 months.
Eligibility Criteria
• The applicant must be a registered youth-owned business in Lesotho.
• Proof of business registration certificate and/or trading license must be attached.
• Must demonstrate experience in website development (portfolio or previous work).
Competition Process
- Application & Submission: Youth businesses submit proposals with mock-up designs and a brief concept note.
- Evaluation: Submissions will be reviewed by a panel based on creativity, functionality, user-friendliness, and technical capacity.
- Presentation: Shortlisted candidates will present their concepts to RPA.
- Winner Selection: The best designer will be awarded the prize and contract.

• Business registration certificate and/or trading license.
• Portfolio or samples of previous work.
• Concept note and mock-up design for the RPA website.

• Certified ID copy.
