Call for Proposals: Appointment of External Auditor
Persons with Disability Advisory Council (PWDAC)
The Persons with Disability Advisory Council (PWDAC), a statutory body established under the Persons with Disability Equity Act No. 24 of 2018, invites proposals from qualified and reputable audit firms for the provision of independent external audit services for a period of three (3) years.
In compliance with Section 50 of the Act, the Council is mandated to produce a statutory audit report annually and submit it to the Minister responsible for disability affairs for tabling before Parliament.
Scope of Work
The selected audit firm will perform independent audits of the PWDAC’s annual financial statements for three (3) consecutive financial years, beginning with the financial year ending 31 March 2026.
The audits shall be conducted in accordance with:
- International Standards on Auditing (ISA)
- Applicable national laws and regulations
Eligibility Requirements
Eligible audit firms must:
- Be legally registered and licensed to operate in Lesotho
- Hold a valid Lesotho Institute of Accountants (LIA) Practising Certificate
- Demonstrate a minimum of five (5) years’ experience auditing public sector or donor‑funded entities
- Have a qualified audit team led by a Chartered Accountant or equivalent
- Be fully independent of the Council
Proposal Requirements
Interested firms must submit the following:
- Company profile and proof of legal registration
- Technical and financial proposals for the three‑year engagement
- Audit methodology and proposed work plan
- Evidence of previous similar assignments, including references
- Curriculum vitae (CVs) of key team members
- Valid tax clearance certificate
Duration of Engagement
The successful audit firm will be appointed for a period of three (3) years, subject to:
- Annual performance review
- Continued satisfactory service delivery
