Invitation to Suitable Companies in the SADC Region to Provide a Pool of 2 Experts to Support the Review and Revision of the National Range Resources Management Policy 2014
Brief Background
The Government of Lesotho, with support from the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), has embarked on a national programme for Integrated Catchment Management (ICM), known as ReNOKA (“we are a river”).
The programme aims to support the rehabilitation of degraded watersheds across the country and implement prevention measures to halt further degradation of Lesotho’s catchment areas. The sustainable management of Lesotho’s catchments is critically important for water, land, energy, and food security within Lesotho and across the entire Orange-Senqu Basin.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been commissioned by the EU and BMZ to implement a technical cooperation project to support Integrated Catchment Management in Lesotho.
Call for Proposals
The GIZ “Support to Integrated Catchment Management (ICM) in Lesotho” project invites bids from companies in the SADC region to provide a pool of two (2) experts to support the Ministry of Environment and Forestry in reviewing and revising the Range Resources Management Policy 2014.
The objective of the assignment includes:
• Identifying gaps and outdated provisions in the policy
• Reflecting emerging environmental and climate challenges in a revised policy
• Aligning national efforts with regional and global sustainability frameworks
• Integrating international best practice in rangeland and catchment governance
The revised Policy will guide the development of operational strategies to combat rangeland and catchment degradation and will motivate for amended legislation that supports effective integrated catchment management.
The successful bidder will work closely with:
• The Department of Range Resources Management
• The ICM Coordination Unit
• Other ICM stakeholders
They will be responsible for reviewing and revising the policy and developing a costed Implementation Plan.

GIZ invites eligible and professional companies with presence in Lesotho and South Africa to participate in this tender.
