Call for Participants: Training for CSOs in Lesotho
Foreword
In July 2025, the EU Delegation in Maseru launched a programme of technical assistance aimed at supporting Civil Society in Lesotho. The activities outlined within this framework focus on enhancing the capacities of civil society organisations (CSOs) to fulfil their roles as development actors.
CSOs are encouraged to:
• Facilitate and promote citizens’ participation in social and democratic life
• Contribute to national decision‑making processes
• Monitor policies and hold government accountable
A key component of the programme includes training sessions targeting small and medium‑sized CSOs, particularly those located outside Maseru. This document provides an overview of the goals and structure of the training sessions and invites interested organisations to apply.
Training Modalities
Between 2026 and 2027, 20 training days will be delivered, involving 20 CSOs.
• Activities begin March 2026
• Six online training sessions will be conducted
• Followed by practical activities and in‑person district‑level visits
• In‑person sessions will evaluate learning and identify follow‑up activities
• Online sessions: held monthly
• Organisational visits: every three months
Training Subjects
1. CSO Engagement with EU Policies and Actions
• Overview of EU funding & cooperation modalities
• EU Global Gateway Strategy
• EU Roadmaps for engagement with Civil Society
• Funding opportunities & structured dialogue
• Developing plans for engaging effectively with the EU
2. Programming and Project Cycle
• Identifying needs, analysing demands
• Understanding EU Calls for Proposals
• Use of Logical Frameworks and indicators
• Developing project ideas aligned with EU requirements
3. Partnerships Among CSOs and Other Actors
• How smaller CSOs can partner with larger organisations
• Enhancing resource access and capacity
• Assessing existing partnerships and identifying improvements
4. Administrative and Financial Management of Projects
• Requirements for managing EU‑funded projects
• Understanding EU regulatory mechanisms
• Analysing internal capacities for sound financial/administrative management
5. Operational Monitoring and Reporting of Projects
• Designing monitoring and evaluation mechanisms
• Identifying tools for measuring effectiveness
• Understanding risks and potential impacts
6. Sustainability and Resource Mobilisation
• Fundraising and “people raising”
• Assessing organisational sustainability
• Resource mobilisation plans and resource maps
Target Group
• Legally established NGOs based in Lesotho (Maseru & districts)
• Organisations must not be leading EU‑funded projects (participation as partner/beneficiary allowed)
• Two cohorts: 10 CSOs in 2026, 10 CSOs in 2027
• At least two participants per organisation
• Full commitment to all training sessions and follow‑up activities is required
