Background 

CONCORD is seeking a consultant to prepare a study of investment in Global Citizenship Education (GCE) by EU institutions between 2019-2023. 

The researcher will work in late 2023 and early 2024 to update an existing study on the level of investment in Global Citizenship Education. The base study (Global Citizenship Education in Europe – How much do we care? by CONCORD Europe) focuses on investment by National Governments across all EU Member States plus Norway in the years 2011-2015. While this existing study centres on a quantitative analysis of the primary sources of investment by national governments directed at NGOs, the updated study would take advantage of the original qualitative narrative base and shift the analytical focus to GCE investment from EU institutions, including as part of the DEAR Programme.

GCE has a huge potential to help countries across the EU implement and contribute to achieving the Sustainable Development Goals. In order for CONCORD and its members to advocate for GCE, we would like a base of evidence to argue from. 

The GCE working group in CONCORD recognises that some of the language used in relation to GCE can be confusing as different institutions and European policies will refer to GCE as Development Education, Global Education or Global Learning. This study will assume that those areas of endeavour are close enough in terms of frames and values to consider them part of GCE. We would like the research to use the term GCE throughout this study, which is in line with UNESCO’s terminology. According to UNESCO, Global Citizenship Education (GCED) aims to empower learners to assume active roles to face and resolve global challenges and to become proactive contributors to a more peaceful, tolerant, inclusive and secure world. 

Aims and objectives of the publication 

The report aims to identify the level of investment in GCE from EU institutions and to gauge patterns of support between the pre- and post-COVID eras (2019-2023). It will provide a baseline to inform CONCORD and civil society at large in their advocacy with EU institutions.

This study will use as a baseline the narrative and recommendations of the report “Global Citizenship Education in Europe – How much do we care? by CONCORD Europe”, specifically recommendations 9 and 10, focusing on the importance of reinforcing institutional backing and investment in GCE by EU institutions, as part of their international cooperation policy. 

Methodology 

  • Research approach to be developed by the consultant with the support of CONCORD’s GCE Steering Group.
  • Collection of data through desk research examining a provided list of documents and interviews (minimum 10) with GCE group member organisations and representatives of EU institutions, proceeding to a draft report.
  • Revision and update of narrative elements of previous report, incorporating input from GCE Group and CONCORD secretariat staff.

Up to 7  weeks will be provided for within the timeframe of this study for obtaining the necessary information and presenting a draft report. 

Deliverables 

  1. A research concept and concrete plan of data collection and the work to be made available in December 2023. 
  2. A draft report to be made available to the steering committee of the GCE group in January 2024. 
  3. The final report to be made available by February 2024. 

Details 

We anticipate that this work will mainly involve self-contained research. The consultancy can be undertaken remotely. If needed, CONCORD may be able to help and coordinate online meetings with its members and EU institutions. 

Skills and qualifications 

The consultant is expected to have: 

  • Significant understanding of the EU international cooperation policy and Global Citizenship Education programmes.
  • Very good understanding and knowledge of Global Citizenship Education / Global Education / Development Education and awareness raising in EU member states.
  • Experience in policy analysis, report writing and political communication, including ability to clearly formulate key recommendations.
  • Experience in quantitative and qualitative research.
  • Excellent English writing and editing skills; ability to write about complex issues in an engaging way.

Budget

Please note that the fee should not exceed 5 000 EUR including VAT.
