Call for Consultants – Development of BSc in Public Health Programme
Place: Scott College of Nursing, Lesotho
Assignment Title: Consultant(s) to Develop a Bachelor of Science in Public Health (BScPH) Programme
Type of Contract: Individual Consultancy
Duration: Approximately 31 weeks
Location: Morija, Maseru, Lesotho (with possible field visits)
1. About Scott College of Nursing
Scott College of Nursing is a non-profit institution run by the Lesotho Evangelical Church in Southern Africa. Founded in June 1961, the College has progressed from training Enrolled Nurses to offering a Diploma in General Nursing and a Diploma in Midwifery.
The College is:
- Regulated by the Lesotho Nursing Council (LNC)
- Accredited by the Council on Higher Education (CHE) Lesotho
Its mission is to train competent health professionals, engage in continuing education, and contribute to community health through research and practice.
2. Background and Rationale for the BScPH Programme
Lesotho faces major public health challenges, including:
- A high burden of HIV and tuberculosis
- Persistent maternal and child health issues
- A growing prevalence of non-communicable diseases
These challenges are compounded by a shortage of health workers trained in public health. This limits the country’s capacity for preventive care, outbreak management and community-based interventions.
The BScPH programme at Scott College of Nursing will:
- Equip graduates with epidemiological, health systems and health-promotion competencies
- Strengthen Lesotho’s public health workforce
- Contribute to long-term health system resilience
3. Objectives of the Consultancy
The consultant(s) will be expected to:
- Conduct a desk review and SWOT analysis, and apply findings from existing needs assessment reports
- Develop a competency framework for BScPH graduates
- Design the full programme structure (years, semesters, credit system)
- Develop modules for the programme
- Create workbooks for all modules
- Propose a teaching and learning strategy, including practicum/internship
- Estimate resource needs (faculty, infrastructure, field placements)
- Draft a Quality Assurance (QA) and Monitoring & Evaluation (M&E) plan
- Produce an implementation plan (timeline, budget, risks)
- Provide guidance on accreditation and regulatory compliance
4. Scope of Work / Key Tasks
The consultancy will be delivered in the following phases:
- Phase 1: Inception – Kick-off meeting and inception report (methodology, work plan, risk assessment)
- Phase 2: Needs Assessment – Desk review, SWOT, benchmarking, stakeholder engagement
- Phase 3: Competency Framework – Define required knowledge, skills and attitudes
- Phase 4: Programme Design – Structure courses, semesters, credit hours, and map different entry levels of the programme
- Phase 5: Syllabus and Workbook Development – Weekly topics, readings, assessments
- Phase 6: Teaching and Learning Strategy – Pedagogical methods, internship design and supervision
- Phase 7: Resource Planning – Faculty, infrastructure, library, e-learning, field sites
- Phase 8: QA and M&E – KPIs, review mechanisms, student progression metrics
- Phase 9: Implementation Plan – Pilot rollout, scaling, budget, risk mitigation
- Phase 10: Accreditation and Compliance – Alignment with CHE Lesotho and other relevant bodies
- Phase 11: Final Report and Validation Workshop – Presentation to stakeholders and integration of feedback

- Inception Report (Weeks 1–2)
- Desk Review, SWOT and Benchmark Reports (Weeks 3–7)
- Competency Framework (Weeks 8–10)
- Draft Programme Structure (Weeks 10–12)
- Draft Course Syllabi and Workbooks (Weeks 13–18)

- QA / M&E Plan (Weeks 24–25)
- Implementation Plan (Weeks 26–28)
- Final Report and Validation Workshop (Weeks 29–31)
6. Consultant Profile / Required Qualifications
- Master’s degree in Public Health, Epidemiology, Health Policy or a related field (PhD is an added advantage)
- Minimum 5–10 years’ experience in public health education, teaching or curriculum development
- Proven expertise in competency-based curriculum design
- Experience in stakeholder engagement (government, NGOs, academic institutions)
- Strong report-writing, facilitation and presentation skills
- Knowledge of quality assurance in higher education
7. Budget and Payment Terms
- Payment will be linked to agreed deliverables (for example, percentages upon submission of the inception report, intermediate deliverables, final report and validation workshop).
- The College will cover reasonable travel, accommodation and fieldwork costs.
