LAA – LAND ADMINISTRATION AUTHORITY
TERMS OF REFERENCE (ToRs) FOR STRATEGIC PLANNING EXERCISE (2026–2029)
The Land Administration Authority (LAA) is an Agency of the Government of Lesotho, under the Minister of Local Government and Chieftainship. The LAA was established as an autonomous government body by the Land Administration Authority Act No. 9 of 2010 to reduce land transaction costs as well as turnaround time for registration of transactions.
More specifically, the LAA:
- Administers the lease-holding land system (leasehold title, grant of consents for transactions and keeps all land holding records).
- Administers the land deeds registration system.
- Administers cadastral surveys and all national spatial data.
- Provides dispute resolution services for land matters.
- Advises the Minister of Local Government and Chieftainship and the Government of Lesotho on land administration laws and policies.
The Strategic Planning Exercise
The Authority has relatively done well in terms of registration of immovable property (land) and improved the overall quality of land administration through a set of performance measures on reliability, transparency, coverage, and dispute resolution.
The Authority is about to embark on the process of a new strategic planning phase for the next three years (2026–2029). The envisaged strategic planning phase must be anchored on the Authority being self-sustaining while maintaining its commitment to deliver customer-centric services efficiently and embracing technological trends.
As a result, the Authority requires the services of a consultant with extensive knowledge and experience in strategic planning to facilitate a highly participatory process of strategic plan development with management. The process must focus on revising the strategic plan matrix that guides formulation of key result areas, strategies, activities, implementation, and monitoring. It must also produce a high-level strategic risk management framework.
The exercise is envisaged for 3 days and will consolidate results into a three-year Strategic Plan and a high-level risk management framework.
Scope of Work
- Prepare a clear guide of the three-day facilitation process to meet the desired outcomes of the strategic planning activity with LAA management.
- Conduct a thorough but focused assessment of LAA to assist in identifying appropriate strategic options for the 2026–2029 phase and high-level risk management framework.
- Facilitate open discussions, group activities, and ensure active participation throughout the process.
Deliverables
- Clear facilitation design/guide/plan for the 3-day strategic action.
- Consolidated outputs from the 3-day strategic planning exercise into a Strategic Plan document.
- A report with clear recommendations from the strategic planning exercise, submitted at least seven (7) days after the workshop.
- A draft high-level strategic risk framework.
Objectives
- Define and establish new improved strategic priorities and action plans for the Authority.
- Develop a Strategic Plan that responds to:
- LAA financial sustainability.
- Improved coordination with stakeholders to enhance service efficiency.
- Leveraging latest technological trends.
- Strengthened engagement with partners, state agencies, regional and international organizations to foster mutually beneficial relationships.
- Establish a strategic risk management framework.
Guidelines for Proposal
Please submit both Financial and Technical Proposals with 3 letters of reference. The proposals must include:
Technical Proposal
- An outline of your approach to the exercise.
- The proposal (scope may be refined with the winning bidder).
- Name of the firm.
- Name and contact person for the assignment.
- Valid Trader’s Licence.
- Valid Tax Clearance Certificate certified at source.
- Recent Audited Financial Statements.
- Evidence of NOT owing Ground Rent (company or key personnel/consultants).
Financial Proposal
- Well and thoroughly itemized costs for the implementation of the exercise.
- The Financial Proposal must be inclusive of VAT.
Qualifications, Skills and Competencies
The Consultant or any key team members should have:
- A minimum of a Master’s Degree in Business, Leadership and Management Studies, Organisational Development, or a Postgraduate Qualification in a related field.
- At least five (5) years professional experience in strategic planning and management.
- Prior working experience in corporate governance, strategic management, or change management.
- Demonstrated experience in working with both Government and Private sector entities.
- Skills in facilitation of stakeholder engagements and workshops.
- Excellent analytical and report writing skills.
Evaluation Criteria
All proposals received shall be evaluated based on the following approach:
- Phase One: Compliance to the terms of reference and conditions of the proposal. Failure to meet any of the conditions will automatically disqualify your proposal.
