External Members: Enterprise and Resource Mobilisation Committee (ERMC)
1. Call for Applications
1.1 The National University of Lesotho (NUL) invites applications from dynamic, suitably qualified, and experienced individuals to serve as External Members of the Enterprise and Resource Mobilisation Committee (ERMC) of the University Council.
1.2 The ERMC is a subcommittee of the University Council. Interested applicants must possess relevant qualifications and demonstrable experience in enterprise development and resource mobilisation, as well as a sound understanding of matters integral to the operations of a higher education institution.
2. Background
2.1 The ERMC is responsible for providing strategic oversight, guidance, and support to the University’s enterprise initiatives and resource mobilisation strategies.
2.2 The establishment of the ERMC reflects the University’s commitment to:
- Enhancing non-traditional income streams
- Strengthening external collaborations
- Ensuring long-term financial viability and sustainability
2.3 The ERMC serves as a key governance mechanism to:
- Identify and harness enterprise and commercial opportunities
- Guide innovation and entrepreneurship initiatives
- Unlock alternative revenue pathways that support institutional development
3. Objectives of the Enterprise and Resource Mobilisation Committee (ERMC)
The ERMC shall advise and assist the University Council in fulfilling its responsibilities relating to enterprise development, commercialisation, and mobilisation of financial and in-kind resources to support the University’s core mission and enhance financial resilience.
In particular, the ERMC shall provide independent guidance and oversight on:
3.1 Strategies for institutional income diversification, including consultancies, contract research, commercial services, and investment initiatives;
3.2 Mobilisation of local and international donor funding, grants, and partnerships for infrastructure, research, and student development programmes;
3.3 Assessment of the viability, risk profile, and governance structures of University enterprises and spin-off entities, including the NUL Innovation Hub and other subsidiaries;
3.4 Development and review of policies and frameworks governing enterprise creation, intellectual property commercialisation, and collaborative ventures with industry and government;
3.5 Oversight of the performance of the University’s enterprise portfolio, fundraising efforts, and donor relations, including progress reporting and risk mitigation measures.
3.6 Promotion of transparency, strategic alignment, and sustainability across all enterprise and resource mobilisation activities undertaken by or on behalf of the University.
4. Composition and Term of the ERMC
4.1 The ERMC shall comprise five (5) members, namely:
- Three (3) non-executive members of the University Council (who are not employees of the University), one of whom shall serve as Chairperson; and
- Two (2) external members with relevant professional expertise in enterprise development, fundraising, and resource mobilisation.
4.2 External members who are not Council members shall be appointed for a term of three (3) years, renewable once, subject to satisfactory performance and continued relevance of expertise.
4.3 The Bursar shall serve as the Committee Secretary and provide secretarial services in accordance with the Committee’s Charter.
4.4 The Coordinator of the NUL Innovation Hub and the Director of Postgraduate Studies, Research and Innovation shall serve as ex-officio members to provide institutional and technical input.
5. Desired Qualifications
Applicants must meet the following minimum requirements:
5.1 An academic and/or professional qualification at Master’s Degree level in a relevant field such as business administration, finance, entrepreneurship, or a related discipline;
5.2 A minimum of five (5) years’ professional experience in resource mobilisation, including securing funding and leading fundraising initiatives;
5.3 At least three (3) years’ experience in a senior leadership, advisory, financial management, or grants management role.
6. Required Skills and Expertise
Applicants should demonstrate:
6.1 Proven experience in resource mobilisation, fundraising, or entrepreneurship;
6.2 Strong professional networks and partnerships across relevant sectors;
6.3 Expertise in financial management and business development;
6.4 Strategic planning, budgeting, and project management skills;
6.5 A sound understanding of grant proposal development and donor engagement processes;
6.6 Excellent communication, negotiation, and interpersonal skills.
