The Learning Trust (TLT) is a conduit grant-making and capacity support non-profit that aims to increase, improve, and extend learning opportunities for young people growing up in conditions of poverty and exclusion. By capacitating individuals and organisations, inspiring innovation in the sector and accelerating the growth of emerging non-profits, TLT is strengthening the education support sector across the country.

In 2020 TLT launched a Data Collective with 12 After School Programmes (ASPs) in Gauteng. The aim is to equip and empower organisations to collect and use individual learner data to understand their own impact, inform effective programming, and allocate resources adequately. We intend to develop a sizeable dataset to begin assessing learner academic and human outcomes at scale, improve the articulation of the value-add of ASPs in the South African context and mobilise resources to develop and sustain the sector. This year, TLT is extending the Data Collective to 2 other provinces – Eastern Cape and Western Cape – to reach at least 30 of its current grantee partners. The project will run over 2-years (June 2021 – May 2023).

TLT seeks to appoint a part-time/consultant Data Coordinator & Analyst based in SA.

Following a shortlisting process, the appointed service provider will be contracted, and payment made upon submission of an invoice, at the completion of each project milestone. We estimate the time commitment at approximately 400hrs over 24-months.

Key Responsibilities :
Develop and train partners on systems, tools and standards for data collection, interpretation and analysis for learner attendance data of 30 CBO partners.
Receive, consolidate and analyse quarterly attendance data (up to 10000 learner records).
Operate a ‘data dashboard’ for the project, and a quarterly data profile per organisation.
Meet quarterly with TLT team to review results, plan processes and determine next steps.
Provide ad hoc technical support to participating organisations.
Use the Organisational Data Profile to guide feedback to partners in one-on-one skills development sessions; to interpret learner attendance and outcomes observations.
Co-create suitable tools/surveys to monitor and evaluate academic improvements and non-cognitive outcomes, sustainably and at scale.
Oversee the implementation of outcomes surveys and analyse outcomes data annually.
Co-design capacity building and skills transfer processes to support organisations to understand their impact, use data to inform programming and operations.
Prepare a final report addressing the research questions.
Assist TLT to develop a long-term strategy and plan for the project.

Requirements & essential competencies:
At least a Bachelors degree; Masters an advantage
Experience in Research, MEL and/or Education
At least 5-years of non-profit or development experience
Desired skills: Excel, data analysis, facilitation/presentation, reporting
