Nature of the consultancy: Under the overall supervision of the Regional Director, with guidance from the Regional Thematic Specialist for Migration Health, and direct supervision by the Regional Migration Data Hub (RMDHub) Programme Manager, the Consultant will be responsible for data collection, analysis and communication on trends in population mobility and public health threats including disease outbreaks in the Southern African region and will support an institutional response to strengthen evidence-based global health security initiatives (with a focus on Points of Entry), in the context of widespread migration.

Project Context and Scope:

IOM has also been supporting its Member States in a range of global health security initiatives throughout the Southern African region, including preparedness and response to emerging health threats along the mobility continuum including outbreaks of Ebola, Plague, Meningitis, Tuberculous, Cholera, and COVID-19 amongst others. Project title: Consoliating strategic information on mobility and trade corridors at Points of Entry (POEs) for health security investment iin Southern Africa.

The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 172 member states. IOM is committed to the principle that “humane and orderly migration benefits migrants and society”. Established in 1951 and now active in over 440 field locations worldwide, IOM works with partners, government and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, in order to maximize its benefits and minimize its negative effects.

Tasks to be performed under this contract:**

I. Systematically review, collect and analyse available data on health threats and capacities, including data from surveillance systems, IHR reports and reviews, assessments and other sources in close coordination with IOM country missions and partners;

II. Assist in the design and development of a regional dashboard on current trends in human mobility, cross-border trade and existing border health capacities at Points of Entry, in close coordination with IOM country missions, governments, regional economic communities, and partners;

III. Draft a narrative report on the findings and recommendations for possible public health enhancements at Points of Entry using available data in line with priorities outlined in the regional health security, trade, and migration agendas in accordance with IOM and RMDHub reporting standards and guidelines;

IV. Support the establishment and provide secretariat support of an advisory committee comprising of key regional partners (including WHO, Africa CDC, regional economic bodies and select IOM country missions) to guide the outputs detailed above;

V. Support a range of initiatives across the region that aim at strengthening migration health information management systems and sources, including programme development, designing and testing of methodologies and analysis of existing data available through the regional office;

VI. Participate, coordinate and/or liaise with regional health coordination platforms related to Global Health Security, and ongoing epidemic responses, to promote coherence and synergies in regional programming, in particular but not limited to the East and Southern Africa Regional Technical Working Group on Surveillance, Laboratory and Points of Entry, and Health Partners Group;

VII. Contribute to programme development in migration health, health security and border management, as needed; and

VIII. Perform such other duties as may be assigned.

Performance indicators for the evaluation of results

  • Key stakeholders both internal and external to IOM, report being engaged and informed on the development of a regional regional dashboard and report on the recommendations for Points of Entry on the Southern Route.
  • Delivery of a regional dashboard on current trends in human mobility, cross-border trade and existing border health capacities at Points of Entry.
  • Delivery of a narrative report on the findings and recommendations for possible public health enhancements at Points of Entry using available data in line with priorities outlined in the regional health security, trade, and migration agendas in accordance with IOM and RMDHub reporting standards and guidelines
  • RMD Hub is increasingly able to support data requests on migration and health at the regional level.

Education, Experience and/or skills required

· Master’s degree in Public Health, Epidemiology, Biostatistics, or related field from an accredited academic institution with five years of relevant professional experience; or

· University degree in the above fields with seven years of relevant professional experience.

• Experience in coordinating and managing projects related to disease outbreak preparedness and response in a cross-border setting, or health security at a global, regional or national level;

• Knowledge of the International Health Regulations (2005), its reporting mechanisms and Core Capacities for Points of Entry is an advantage.

• Demonstrated experience in data preparation, data management, and analysis of large, administrative datasets related to health;

• Experience working in a fast-paced environment managing and meeting multiple deadlines and priorities is required;

• Previous experience developing or implementing studies or data collection systems that map population mobility and public health considerations is an advantage;

• Prior experience with a UN agency, or an international or regional organization, is an advantage.

Travel required

Possible travel within the Southern African region. If travel outside the duty station i.e. Pretoria is required, Daily Subsistance Allowance (DSA) will be paid in addition to the all-inclusive consultancy/professional fee.
