Background

Under the guidance and supervision of the Program Manager, Covid 19 Program Officer will coordinate all program aspects of the C19RM 2021 grant. The officer shall support Sub – Recipients and ensures compliance with the due process at all stages of grant management and implementation and reporting on C19 award related information. 

The C-19 Program Officer is responsible for program planning including the coordination of implementation of C19 Response Mechanism Award funding. He / she will ensure timely delivery of quality results and achieving financial and programmatic targets along with providing oversight of the implementation by key Sub – Recipients and participate in coordination meetings and technical working groups to ensure investment is aligned and complementary to other investments.

  1. DETAILED JOB DESCRIPTION

The specific duties and responsibility of the officer are as follows: 

1.1 PROGRAM MANAGEMENT 

The C19 Program Officer (CPO) contributes to the delivery of the primary business of the Project Management Unit. The CPO shall ensure compliance with due process at all stages of award management, ensuring that program targets are achieved within defined timelines and as outlined in the work plan, and reporting on grant-related information. 

  • Coordinate the work planning and ensure all deliverables for the grant are met
  • Provide analysis, post award services and oversight to ensure compliance with guidelines and regulations as well as specific grant requirements. 
  • Develop workplans and checklists and conduct routine and ad-hoc compliance reviews of grant programs. 
  • Convene meetings and coordination platforms to support collaboration between Global Fund Principal Recipients (PRs) and Sub-Recipient (SR) support. 
  • Ensure timely and complete reporting in accordance with approved GF reporting formats.
  • Track compliance to the National guidelines, monitor the C19RM   grant and identify and resolve possible bottlenecks, duplications and synergies and advise on potential needs for reprogramming.  
  • Coordinate all structured technical meetings, meetings with stakeholders to review and monitor implementation progress as well as programmatic workshops; This also includes the followings:
    • Record the action plans and responsibilities agreed during technical meetings; o Circulate minutes from the technical meetings;
    •  Compile participants’ presentations and share with relevant stakeholders.

1.2 STRATEGIC INFORMATION

  • Contribute to the documentation of lessons learned from programs related to COVID-19 program interventions.  Convene stakeholders to build on these lessons to modify or improve the programs as applicable.
  • Provide inputs into  programmatic achievements of  C19 grant activities
  • Organize briefing sessions for political leaders and senior public civil servants 
  • Respond to queries on C19RM grant performance
  • Organize site visits by the media to see and verify progress and results being achieved. 

1.3 FIELD VISITS

  • Facilitate field site visits by the Global Fund personnel, The Local Fund Agent (LFA)   for the Principal Recipient or LCCM members. 
  • In collaboration with M&E team, prepare  COVID-19 reports including  quarterly, semi-annual and annual and conduct formal debriefs with sub-recipients including management action plans and timelines; 
  • Conduct field visits and spot checks for program implementation verification purposes;
  • Conduct physical verification of SR trainings and SR field work visits;
  • Carry out additional responsibilities as may be assigned from time to time by the Office.
  • QUALIFICATIONS AND EXPERIENCE

2.1 EDUCATION AND EXPERIENCE 

  • Degree in social, behavioural or health sciences or relevant field (A Master’s Degree will be an added advantage);
  • Minimum five years’ experience in project management particularly with community-based HIV/AIDS and TB projects supported by donors/development partners (provide evidence of previous experience); 
  • At least 5 years in Public Health or International development including the field of HIV/AIDS and TB;
  • Experience in implementation of COVID-19 interventions
  • Minimum five years of relevant administrative experience, with strong analytical and budgeting skills (provide evidence of previous experience);
  • Experience in working within a project environment under strict guidelines and deadlines;
  • Knowledge of and experience in Global Fund operations will be an added advantage;
  • Demonstrated ability to transfer knowledge through training and mentoring;
  • Experience in provision of technical support to HIV/AIDS-and TB related programs; 
  • Basic knowledge on Financial management, regulations and procedures as well as procurement under donor supported projects;
  • Capacity to manage human and financial resources, strong skills and project planning, financing, implementation, monitoring and evaluation; 
  • Excellent knowledge of government and TGF policies and procedures will be an added advantage. 

2.2 SKILLS AND ABILITIES  

  1. Proven ability to work effectively and independently as a member of a dynamic team in fast paced environment;
  2. Proficiency in Microsoft word, Excel, PowerPoint and Internet computer skills;
  3. Ability to develop, manage and coordinate projects between implementers partners and with Ministries of Health and other partners at national level;
  4. Excellent up-to-date knowledge of ongoing and emerging issues in relation to global policies particularly related to COVID-19;
  5. Ability to develop, manage and coordinate projects between coalition partners and with Ministries of Health and other partners at national level;
  6. Proven ability to summarize and rewrite technical information for non-expert audiences in collaboration with technical experts;
  7. Experience working in public health programmes strongly preferred; Excellent English, oral and written, communication skills.

2.3 COMPETENCIES

  • Ability to develop and maintain efficient working relationships among project staff, Sub Recipients, CCM secretariat, Development Partners, consultants, Media and all other stakeholders.
