Job Purpose

The Business Development Manager (BDM) supports the Country Director in translating country strategic and business development priorities into concrete funding opportunities, partnerships, and proposals within a fragmented and competitive funding environment.

Under the guidance of the Country Director, the BDM operationalises Acted’s country‑level positioning and funding strategy through leadership in project development, donor engagement, and partnership‑building across a diversified financing landscape. This includes engagement with traditional humanitarian and development donors, climate finance mechanisms, and private‑sector and investment‑oriented partners.

The BDM ensures the delivery of high‑quality, compliant, and timely proposals and supports effective grant and partnership management across the project cycle. The role also strengthens coordination between in‑country teams, HQ counterparts, and external stakeholders, enhancing Acted’s visibility, credibility, and influence.

Duties and Responsibilities

1. Positioning, Business Development and Fundraising

Positioning and Business Development

  • Support analysis of socio‑economic, humanitarian, climate, and political contexts, focusing on funding trends and donor strategies
  • Monitor humanitarian aid, climate finance, and private‑sector developments to identify risks and opportunities
  • Conduct and regularly update donor, partner, and stakeholder mapping
  • Contribute to country programme and business development strategies aligned with Acted’s global priorities
  • Translate programmatic strengths into clear value propositions tailored to different donors and partners
  • Proactively brief the Country Director and HQ on strategic shifts and partnership opportunities

Proposal Development and Contracting

  • Lead development of Expressions of Interest, concept notes, and full proposals across funding streams
  • Ensure proposals are strategically aligned, technically sound, financially realistic, and donor‑compliant
  • Coordinate with programme, MEAL, FLATS, and HQ teams to ensure quality and risk awareness
  • Support donor negotiations and contract reviews in coordination with Acted HQ

2. Fundraising and Partnership Development

Traditional Humanitarian and Development Donors

  • Identify and pursue funding opportunities with bilateral donors, UN agencies, pooled funds, and multilateral institutions
  • Maintain active donor relationships and coordinate donor communications and field visits

Climate Finance Mechanisms

  • Support identification and development of climate finance opportunities (e.g. GCF, FRLD)
  • Contribute to climate‑relevant project design aligned with national priorities and financing frameworks
  • Engage with national climate institutions and coordination platforms

Private‑Sector and Investment‑Oriented Partnerships

  • Identify and explore partnerships with private‑sector actors, financial institutions, and foundations
  • Support development of partnerships beyond CSR, including blended finance and market‑based solutions
  • Contribute to due diligence, risk analysis, and internal coordination

3. Grant and Partnership Management

  • Ensure contractual obligations and reporting requirements are clearly communicated and understood
  • Oversee development of high‑quality narrative and financial reports
  • Ensure timely response to donor requests, amendments, and reporting deadlines
  • Support partner follow‑up and compliance with grant agreements

4. Management, Internal Coordination and Capacity Building

  • Manage and support the Business Development Department team
  • Coach and mentor staff on donor intelligence, proposal development, and innovative financing
  • Facilitate effective coordination between field, capital, regional, and HQ teams
  • Ensure proper documentation and knowledge management

5. External Communication and Visibility

  • Support Acted’s external communication and visibility strategy
  • Coordinate sharing of success stories and learning products with HQ Communications
  • Support media engagement and donor visibility initiatives
  • Contribute to advocacy and positioning materials

Terms of Appointment

Salary
EUR 50,000–60,000 (before income tax), depending on country, education, seniority, and other criteria, plus a monthly living allowance of USD 300.

Contract Type
Fixed‑term contract of one (1) year, renewable.

Accommodation
Housing allowance up to 75% of a benchmark, or shared guesthouse accommodation with food allowance.

Insurance and Pension
Health insurance, life insurance, repatriation assistance, unemployment insurance (EU citizens), pension contribution, psychological assistance services, and an annual tax consultation.

Flights and Luggage
Home flight every six months and up to 100 kg luggage allowance.

Leave
25 to 43 days annual leave per year, depending on country of assignment.

Preparation
One week of pre‑departure training in Paris, including four days of in‑situ security training.
