๐€๐๐Ž๐”๐“ ๐€๐‘๐‹๐€๐‚:

The African Regional Labour Administration Centre (ARLAC) is an Anglophone organization created to provide training
and training related research at all levels of labour administration. It also provides consultancy and advisory services, and
informational resources related to labour administration matters to its member countries. ARLAC collaborates with other
partners, particularly the ILO, and it serves government and workersโ€™ and employersโ€™ organizations from member countries.
The goal of ARLAC is to use labour administration as a tool for development through the promotion and safeguarding of decent employment within member countries.

๐‰๐Ž๐ ๐๐”๐‘๐๐Ž๐’๐„:

The Business Development Manager shall be responsible for identifying, designing, planning, executing, and monitoring of
resource mobilisation strategies to promote the mandate of ARLAC. Such strategies may include, but not limited to, off ering
training programmes for workforce development in sectors relevant to ARLAC; tendering for commissioned research,
interventions, and/or evaluations; knowledge transfer and exchange partnerships; commissioned research projects;
commercialisation of premises, equipment and/or knowledge capital and other resources.

๐Œ๐€๐ˆ๐ ๐…๐”๐๐‚๐“๐ˆ๐Ž๐๐’:

Develop strategic plans for implementing resource mobilisation and partnership relations activities of ARLAC.

  • Contribute in developing and implementing organizational strategic plans and processes.
  • Identify partner priorities and advise on specific opportunities. Identify, pursue, and successfully capitalize on funding opportunities among major funders of international development, and other relevant programming, particularly with bilateral and multilateral development partners.
  • Produce regular reports on programme performance.
  • Strengthen the capacity of international fundraising teams in ARLAC to develop fundraising strategies.
  • Contribute to the continuous improvement of ARLAC resource mobilisation systems.
  • Help to develop better tools, systems, techniques, and strategies for identifying, tracking, and pursuing new opportunities
    by developing appropriate proposals and budgets.
  • Build relationships with service consumers to ensure that the training off ered provides what the market demands and that ARLAC is the research and training partner of choice.
  • Track development partner funding trends, priorities and maintain and provide development partner intelligence to
    identify new funding opportunities.
  • Advise on potential partnerships with other organizations and agencies and identify specific opportunities โ€“ either as a lead agency or subcontractor.
  • Work with technical and administrative management on strategy development to ensure that budgets and narrative text are reviewed and edited per development partner requirements.

Timely submit high-quality project proposals in close collaboration with thematic area technical teams and other departments.

๐‚๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐œ๐š๐ญ๐ข๐จ๐ง:

  • Support the development of a visibility strategy to position issues pertaining to the mandate of ARLAC into the public domain
    to address gaps in communication and penetration.
  • Support the development of partnerships with individuals, groups, and organizations whose support is essential to the
    achievement of advocacy and communication objectives, and strengthen their capacity through appropriate advocacy and communication training, and access to updated information;
  • Adapt and disseminate advocacy materials to identified target audiences, arranging translations into different official
    language(s) of ARLAC, as necessary;
  • Use additional materials/activities, such as radio and television programmes, publications, photographs, websites, etc., to advocate and promote organizational goals within the host country and in Member Countries, and manage their production and distribution to the target audiences (including proposals, studies, press releases, and speeches);
  • Use the ARLAC website and inputs to social media, with support of other staff members;
  • Assist ARLAC in identifying and obtaining feature stories and other material to facilitate local, regional, and global advocacy and fund-raising activities.

๐๐š๐ซ๐ญ๐ง๐ž๐ซ๐ฌ๐ก๐ข๐ฉ๐ฌ ๐š๐ง๐ ๐‘๐ž๐ฌ๐จ๐ฎ๐ซ๐œ๐ž ๐Œ๐จ๐›๐ข๐ฅ๐ข๐ณ๐š๐ญ๐ข๐จ๐ง:

  • Liaise with Management Team to establish funding priorities/ shortfalls, and develop the Resource Mobilization Strategy and its monitoring;
  • Scan the environment for feasible alternative funding sources in collaboration with the Management Team.
  • Prepare background documents for resource mobilization and develop resource mobilization proposals;
  • Proactively maintain profi les of strategic donors, private sector, and partners, assessing changing partnership landscape
    globally, regionally, and locally;
  • Monitor and keep updates on existing and potential partnerships and following through to ensure that recommendations and
    action points agreed to are addressed;
  • Monitor the schedule of reports, and maintenance of donor agreements;
  • Administer the creation and publishing of relevant, original, high-quality content; and edit content received;
  • Create a regular publishing schedule;
  • Implement, manage, update, and maintain a social media content calendar;

๐€๐ฐ๐š๐ซ๐ž๐ง๐ž๐ฌ๐ฌ ๐‘๐š๐ข๐ฌ๐ข๐ง๐ :

  • Draft and share information and networks with stakeholders by way of news, lessons learnt, programme information, updates, newsletters, press releases and other communication materials);
  • Organize advocacy campaigns;
  • Ensure media presence and coverage of ARLAC events;
  • Develop documents / publications /communication materials, presentations, background for interviews, formal/informal
    meetings, and other communication events;
  • Participate in the promotion of ARLAC Programmes and engage in programme planning, implementation, monitoring, and
    evaluation;

๐‘๐„๐๐”๐ˆ๐‘๐„๐ƒ ๐๐”๐€๐‹๐ˆ๐…๐ˆ๐‚๐€๐“๐ˆ๐Ž๐๐’ ๐€๐๐ƒ ๐’๐๐„๐‚๐ˆ๐…๐ˆ๐‚๐€๐“๐ˆ๐Ž๐:

  • An advanced degree from a recognized University in a relevant field (E.g., Corporate Communications, Business Management,
    Social Science, Law) or equivalent qualification. as well as a minimum of fi ve years of working experience in a business
    development and fund-raising environment.
  • Documented successful experience in implementing fundraising strategies and coordinating proposal development and
    writing, including excellent English writing skills.
  • Knowledge of grant management of international donors.
  • Knowledge of and experience in working with governments, local and international partners, and the private sector.
  • Self-driven and capacity in liaison, building relations, and networking.
  • Excellent interpersonal and communication skills with experience in engaging with people of diverse cultures and backgrounds.
  • Flexible, proactive, self-motivated, and good at coordinating and organizing own work as well as that of the team, while managing several processes at a time, combined with a strong attention to detail.
  • Experience in all aspects of donor cultivation (research, writing, follow-up, and stewardship)
  • Demonstrable experience with Microsoft Office programs (specifically Word and Excel), fundraising databases, and conducting online research.
  • Proven development experience, preferably in fundraising, major gifts, with Multilateral/Bilateral funders.
  • Excellent interpersonal, presentation, and negotiation skills
  • Demonstrable knowledge and experience with major donors.
  • Knowledge of ARLAC programmatic areas is an added advantage.

The appointment will be for a fixed period of two years.
