INVITATION TO BID FOR TASK ORDERS

FOR

BUILDING, WATER AND PLUMBING MAINTENANCE OF HEALTH CARE FACILITIES

The Government, acting through the Lesotho Millennium Development Agency (“LMDA”) (the “Employer”), intends to apply Government of Lesotho (GoL) funds to eligible payments under a Contract or Contracts for which this ITB is issued. Payment by GoL will be made only at the request of Lesotho Millennium Development Agency, and will be subject, in all respects, to the provisions of the MCA-Lesotho Authority Act No. 1 of 2008 as amended by MCA-Lesotho Authority Act (Continuation) Legal Notice No. 151 of 2013, including any restrictions on the use of GoL Funding and conditions for their disbursements.

The LMDA invites Bidders to submit a Bid for Task Orders for Building, Water and Plumbing Maintenance of Health Care facilities. More details of the requirements are specified in Section I (Technical Specifications/Employer`s Requirements) of this ITB

This ITB is restricted to Bidders who are entities registered in Lesotho and have majority shareholding of 70 percent The majority shareholders constituting 70% should be Basotho of Lesotho descent.

This ITB for Task Orders is comprised of fifty (50) Lots. Bidders may bid for any number of lots. However, a maximum of four (4) lots will be awarded to one bidder.  Award of each lots will be based on reasonable evaluated price from a qualified and responsive Bidder such that the cost of the entire Health Care Facilities Maintenance Task Orders is minimized in favour of the employer (LMDA). Bids should be inclusive of Taxes. However, the amount of Tax should be stated separately. 

A Contractor may only be awarded up to a maximum of three contracts across LMDA maintenance programme.    The award of contracts shall be based on the contractor’s capacity to implement all the awarded contracts all at the same time and within the durations stipulated thereon.

Your Bid should be presented on the Bid form provided in Section 6 (Bid Forms) of this ITB and should include relevant documents and information stipulated in this ITB and will be valid for 120 days from the date of submission.

A Compulsory pre-proposal meeting shall be held on August 25, 2020 at 14:00 hours, (Lesotho Local Time). The pre-proposal meeting will be in the form of audio presentations. The connection details to the presentation will be shared by emails on or before August 24, 2020 to all Service Providers that have shown interest by email indication their desire to participate in the presentation. LMDA shall verify either through electronic means or by email communication that the prospective Service Providers have participated in the pre – proposal meeting by listening to the audio. Link to the audio will be shared on the date of the pre-proposal meeting on August 25, 2020. A prospective Service Provider who will be found not to have listened to the audio will be excluded from further processes in the procurement. Further clarifications on the audio presentation shall be send as part of clarifications.

Sites Visit is non-Compulsory. However, Prospective Bidders who want to undertake sites visit to familiarise themselves with the locations of the Health Facilities where services are required can voluntarily do so. Lots with corresponding Health Facilities are shown in Section I Table 1.1 of the ITB under TOR.The Prospective Bidders who choose to conduct site visit should request (via email, refer to paragraph 15 below) a letter of introduction from LMDA in order to obtain access to the facilities. The Prospective Bidders shall bear the costs of the site visits.

Public Bid opening will not take place due to precaution in accordance with COVID-19 safety procedures.

Bidders may request clarifications in writing on any aspect of this ITB, at the address indicated below, on or before August 25, 2020. Request for clarifications will not be accepted after this date. LMDA shall respond to your request for clarification no later than August 31, 2020.

The deadline for submission of Bids is 12:00 hours (local time) on September 17, 2020.  A Link for submission of bids will be sent on or before September 16, 2020 to Prospective Bidders who will be found to have listened to the compulsory pre-proposal meeting audio. 1.6.5 found under Section 6 of the ITB outlines steps to follow when submitting the bids. Prospective Bidders must submit their bids in PDF, JPG and TIFF formats with a signed covering letter for both financial and technical submissions together with at least one of the following signature, and/or letterhead on every page of the financial proposal. Prospective Bidders must also submit signed power of attorney or a letter from a company authorising a person to sign and submit the bids on behalf of the Bidder. Only electronic submissions through the link will be accepted. The bids shall be in English. The bids should  be downloadable and easy to open. LMDA shall not be responsible for a bid that cannot be downloaded and such bid will be rejected. Prospective Bidders must indicate to LMDA by email on the addresses in paragraph 15 below before the bid submission deadline that it has submitted the bid through the link referred to above.

“The bidders should arrange provision of bid security with their financial institutions. The bid security should be completed and available for provision to LMDA on the date that the bidder will be submitting its bid. The bidder shall instruct the financial institution to transmit the  electronic copy of the bid security to LMDA by email on the address [email protected];  and copy (Cc) to the address [email protected];  on September 17, 2020 at 16h00. The submission of the bid security electronic copy by the financial institution should reflect the name of the bidder and the reference of the Invitation to Bid (ITB)

LMDA shall on September 18, 2020 request the financial institution to hand deliver the Original bid security in sealed envelope indicating the name of the bidder to the LMDA CEO, 5th Floor Post Office Building Maseru. LMDA will keep a register of the submissions of the Original Bid Security by the financial institution”

The Client is not bound to accept any Bids submitted by any prospective Bidder in response to this ITB, and may cancel the procurement process at any time without providing any justification to any Bidder

“LMDA staff, LMDA Board of Directors, Government Officials, civil servants (Individuals and Entities in which they have shareholding or they are partners) are not permitted to tender or participate as bidders and as key personnel for the bidder under this ITB”

Bidders who are blacklisted with LMDA are not allowed to participate in any manner in this ITB.
