RESPONSIBLE TO: Senior Budget Officer

MAIN PURPOSE OF THE JOB

To participate in the formulation, implementation, and monitoring of the budget.

MAIN DUTIES

1.0 Coordinates Budget Formulation

1.1 Participates in the drafting and compilation of training materials.
1.2 Assists in training and guiding line ministries on budget formulation, execution, and monitoring.
1.3 Takes part in sector hearings on ministerial budget framework papers and follows up on issues raised.
1.4 Receives, records, and checks the accuracy and realism of budget submissions (revenue and expenditure estimates) from line ministries.
1.5 Reconciles budget submissions with budget ceilings, guidelines, and other requirements contained in the Budget Call Circular and prepares reports.
1.6 Inputs estimate submissions into the computerized budget system for the production of the annual estimates book.
1.7 Participates in the preparation of budget briefs from estimate submissions for technical and ministerial budget discussions with line ministries.
1.8 Participates in budget discussions and ensures necessary follow-ups.
1.9 Works closely with line ministries at the operational level throughout the budget formulation process, advising them regarding their budgetary allocations.
1.10 Attends parliamentary budget debates.

2.0 Monitors Budget Implementation

2.1 Recommends the authorization of requisition to incur expenditure (R.I.E.s), virements, special expenditure, withdrawal warrants, and advance release of funds.
2.2 Analyzes the status of fund reports from line ministries and contributes to the preparation of monthly and quarterly expenditure reports.
2.3 Collects data for the preparation and production of monthly and quarterly reports.
2.4 Captures expenditure data into the budget computer system for generating monthly, quarterly, and annual expenditure reports.
2.5 Participates in the preparation of supplementary estimates.

3.0 Monitors Performance of Revenue Collection

3.1 Prepares monthly and quarterly revenue reports for review by the Senior Budget Officer.
3.2 Collects and captures revenue data for the preparation of monthly, quarterly, and annual revenue reports.
3.3 Follows up with line ministries on their monthly revenue collections.

4.0 Provides Managerial Guidance on Enhancing Staff Performance

4.1 Guides staff in developing their annual work plans.
4.2 Recommends appropriate training for staff.
4.3 Appraises staff and assesses their capability and training needs.
4.4 Conducts induction training for staff on budget processes.

JOB SPECIFICATION

Education and Training

  • Master’s degree in Economics with strong quantitative analysis or Master’s in Financial Management
    OR
  • Bachelor’s degree in Economics with a minor in Accounting, Statistics, or Financial Management

Work Experience

  • Two (2) years of experience working in budget-related activities.
