Procurement Notice

Engagement of Contractors for Borehole Drilling for MGP Beneficiaries Under the Prequalification Method

Background

SADP II, under the MGP Component, requires borehole drilling services for Round 4 beneficiaries to meet their individual farm water needs across all districts of Lesotho. Farms require a reliable, sufficient, and sustainable water supply for crop irrigation, livestock drinking and feeding, as well as other daily farm operations.

Under this background, SADP II invites potential contractors to submit bids for prequalification purposes.

  • Bidding will be conducted through national competitive procurement using the Prequalification Selection method, as specified in the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, Sixth Edition, March 2025, and is open to all eligible bidders as defined in the Procurement Regulations.
  • Interested eligible bidders may obtain further information from the Ministry of Agriculture and Food Security, SADP II, situated at the Department of Livestock Services, Moshoeshoe II, Maseru, Procurement Office, at:The deadline for requesting clarifications is 10 September 2026 at 12:00 hours. Responses will be provided on 14 September 2026 on or before 16:00 hours.
  • The deadline for hand delivery of bid/application submissions is 17 September 2026 at 12:00 hours at the SADP II Offices, Moshoeshoe II, Livestock Offices, Maseru.

Envelopes should be clearly labelled:

“ENGAGEMENT OF CONTRACTORS FOR BOREHOLE DRILLING FOR MGP BENEFICIARIES”

No electronic submissions will be accepted.

Specifications

Similar Construction Experience

A minimum of 15 similar contracts (boreholes each with a minimum depth of 80 metres) on similar terrain must have been satisfactorily and substantially completed as a prime contractor, subcontractor, or management contractor between 1 January 2016 and 1 June 2026.

Applicants must attach:

  • Fifteen (15) copies of corresponding certified completion certificates.
  • Signed contract agreements for projects of comparable or higher value executed by the bidder during the last ten (10) years.
  • Contract agreements must clearly indicate:
    • Date of contract signing
    • Date of commencement
    • Completion date

The projects submitted should be of a similar nature and varying magnitude.

Adequacy of Organisation’s Resources (Equipment)

Bidders are requested to submit proof of ownership of equipment or lease agreements.

Suitability of Personnel

Personnel should demonstrate relevant work experience, knowledge of water supply systems construction, community liaison, project implementation, mountain terrain, and village operations.

Cash Flow Requirements

Bidders are expected to have a cash flow of at least LSL 40,000.00.

This may be demonstrated through a letter from the bank confirming that funds can be released to the bidder. Bidders are requested to submit this proof.

Key Personnel Requirements

1. Project Manager

Academic Qualification:

  • Minimum Degree in Civil Engineering
  • Postgraduate Diploma in Construction Management

Experience:

  • Minimum 8 years’ experience in water infrastructure development projects
2. Hydrogeologist

Academic Qualification:

  • Minimum Postgraduate Diploma in Groundwater Geology

Experience:

  • Minimum 5 years’ experience in groundwater works
3. Driller

Academic Qualification:

  • Diploma or Certificate in Drilling

Experience:

  • Minimum 5 years’ experience in works of a similar nature
4. Health, Safety and Environmental Officer

Academic Qualification:

  • Diploma in Environmental Studies
  • Health and Safety Certificate

Experience:

  • Minimum 5 years’ experience in construction projects
5. Bricklayer

Academic Qualification:

  • Certificate in Bricklaying or Trade Certificate

Experience:

  • Minimum 5 years’ work experience
6. Plumber/Pipe Fitter

Academic Qualification:

  • Certificate in Plumbing or Trade Certificate

Experience:

  • Minimum 5 years’ work experience
