Specification

The Biomedical Prevention Technical Advisor (BPTA) will be responsible for providing results-orientated clinical, programmatic and technical leadership & expertise to strengthen quality and effectiveness of programming related to capacity building responses to identified public health needs in VMMc, PREP, and TB Prevention. The BPTA will be responsible for project outcomes under the biomedical prevention area and serve as the project representative in biomedical prevention working groups and fora. This position will be a position held by Aurum and will report to the Programme Director.

Technical Responsibilities:

  • Work with the Director and Deputy Director, and project management team to develop interventions, design and deliver biomedical prevention technical support integrated into the program strategy.
  • Supervise program partners and ensure the strategic and functional integration of all technical areas including the biomedical prevention management approach. Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff in Lesotho, as well as the support team members in Sub-partner and biomedical prevention and community based organisation management units.
  • Provide technical direction and oversight of project clinical programming, managing the technical support request process through biomedical prevention team leads and representational organizations.
  • Lead planning, design, and implementation of biomedical prevention support and capacity building to project beneficiaries, ensuring integration with other project technical areas.
  • Monitor relevant trends, new research, innovations and best practices in biomedical prevention, clinical programming and integrate these into project activities.
  • Promote innovative, evidence-based biomedical prevention programming.
  • Provide technical direction to the project in the areas of clinical services, specifically VMM, PREP, TB Prevention and biomedical prevention.
  • Responsible for successful implementation of technical activities in the area of biomedical prevention services.
  • Supervise senior-level technical requests and providers from organizations.
  • Lead development of and contribute to project technical reports as required.
  • Represent project at relevant technical meetings and working groups

Requirements

Qualifications:

  • MD, MPH, RN or Master’s degree in a related field
  • At least 10 years’ experience in public health program
  • Minimum 5 years’ experience in clinical care; 5 years’ experience in Public Health
  • Demonstrated experience managing a project seeking to improve clinical and technical outcomes for partner programs, especially in the area of biomedical prevention, HIV/AIDS care and treatment and TB prevention.
  • Prior technical knowledge of HIV and TB clinical services and experience in Lesotho and the Southern Africa region
  • Significant knowledge and experience of health sector reform processes in developing countries
  • Understanding of Lesotho Public Health needs and burden of disease
  • Ability to understand and interpret health information and statistics
  • Experience in supervising technical staff
  • Experience in analysing, synthesizing, using reporting and surveillance data and communicating results and policy implications through oral and written presentations to various stakeholders
  • Ability to provide evidence based advise to partners to collaboratively achieve desired results
  • Demonstrated flexibility and openness in responding to changing work priorities and environment
  • Prior experience working with USAID, CDC, PEPFAR and any other donor funded projects or programs
  • Fluency in speaking, reading, and writing in English and Sesotho is required; other Southern African languages preferred

NB: Non – Lesotho citizens must have a valid work-permit
