1.0    Background Information and Context

The Christian Health Association of Lesotho (CHAL) is a voluntary Association of Christian churches providing not-for-profit health care services to Basotho. It was established in 1974, as an Association under the Society’s Act of the Kingdom of Lesotho. CHAL is made up of six member churches, Roman Catholic Church, Lesotho Evangelical Church, Church of the Bible Covenant, Assemblies of God, Seventh Day Adventist Church, and Anglican Church in Lesotho, operating 8 hospitals with 4 Schools of Nursing and 71 health centers. CHAL provides about 40% of the health care services to the population of Lesotho, especially in the rural and peri-urban areas of the country. CHAL through the Secretariat, coordinates the activities of member Institutions and facilitates collaboration with partners for support to the Institutions as implementing agents.

CHAL would like to engage a trainer on Pastel Payroll for eight (8) staff members and nine (9) on Sage Asset Management.   

Overview of the assignment

The overall objective of the assignment is to engage a Supplier to assist with the practical training for Pastel Payroll and Asset Management Training for eight and seven people respectively.  

2.0    Assignment Objective

2.1. The prospective Supplier is expected to provide participants with the knowledge, hands-on computer experience, and skills in the use of Pastel Payroll and Sage Asset Management systems.

2.2. Offer after-training support to CHAL to experience the full benefit of using Pastel Payroll and Asset Management systems.

3.0    Training deliverables

  • Training materials including PowerPoint Presentation, handouts, pre/post-test, feedback/evaluation forms, etc as well as a list of the training materials’ sources.
    • An overall of 10 days practical training for both trainings.
    • Provision of a high-quality and comprehensive report that includes the aggregated findings of the pre/post-tests and feedback/evaluation five days after training.
    • Certificates for trainees from both the Supplier and Sage.

4.0    Expected Profiles of the interested candidates/consultant/companies

The potential Supplier should attach proof of Accreditation by Sage. He/she should also attach comprehensive CVs of the main lead trainer/s. The trainer should have been in the training business for at least 3 years with a good reputation. Must be proficient in their work. Must also attach three reference letters where similar work/assignment was undertaken.

5.0    Time Frame

The assignment is expected to take a maximum of ten (10) days for both modules. The training should take place at least five days from the date of receiving a purchase order.

6.0    Proposal Specifications

Interested Suppliers must include, in their bid, a detailed technical and financial proposal with the following components:

6.1 Technical Proposal

6.1.1         Understanding of the assignment as stipulated in the proposal.

6.1.2         Clearly stipulated delivery time/ time schedule.

6.1.3         Clear evidence of previous work on similar assignments and contact details on each work done.

6.2  Financial Proposal

6.2.1    Detailed cost proposal in Maloti for the supply and delivery of the requested training modules as specified in the Objectives section above.

6.2.2    Attach Valid Traders Licence

6.2.3    Attach Valid Tax Clearance

The financial proposal should be detailed to include all costs of the training. E.g. Fees, training venue, training materials, meals for trainees, etc.

6     Submission of Proposal

Interested and qualified companies/individuals should hand deliver their bids at Christian Health Association of Lesotho (CHAL) offices, along Constitution Road, behind Victoria Hotel, Opposite LNIG. The Technical and Financial proposals should be submitted in different envelopes, labeled “Technical Proposal” and “Financial Proposal” respectively. The two envelopes should be put and submitted in one envelope, labeled “Bid for Pastel Payroll and Asset Management Training for The Christian Health Association of Lesotho (CHAL), Maseru”. All envelopes should bear NO identity of the Company/Individual.

The deadline for submission of quotations/bids shall be Friday the 1st March 2024 at 12:00noon (1200 hrs). All Bids submitted at a later date and specified time shall not be accepted.

7     Evaluation and Award of the Work

CHAL shall evaluate the bids and award the assignment based on technical and financial feasibility as outlined in section 6.0 above. CHAL reserves the right to accept or reject any quotation received without giving reasons and is not bound to accept the lowest or the highest bid/quotation. CHAL reserves the right to withdraw or cancel this advert.
