Bid for Plant and Design-Build of the upgrading to Bitumen Standard of the Matlali to Lebakeng Road Project and the erection of the Bailey Bridge over the Senqu River

INVITATION FOR BIDS

1. Overview

The Roads Directorate has set aside funds and invites bids from Local Category A Contractors and International Contractors who meet the post-bid qualifications as set out in the Bid Document, for the Plant and Design-Build of the upgrading to bitumen standard of +/-45km of rural road from Ha Matlali to Mosenekeng, Lebakeng, and the erection of a bailey bridge over Senqu River near Lebakeng village in Qacha’s Nek District.

2. Project Details

The Project is a Plant and Design-Build Contract, and the Contractors are therefore advised to team up with a Consultant of their choice to bid for the Project.

3. Bid Documents

A full set of Bid documents comprising PARTS 1, 2 & 3 – Bidding Procedures, Works Requirements, Bills of Quantities, Conditions of Contract, and Contract Forms shall be available from 12 May 2025, upon payment of a non-refundable fee of LSL 5,000.00 (Five Thousand Maloti/Lesotho Loti) from the Roads Directorate Finance Office (Room G03) on the ground floor, Roads Directorate Headquarters, Corner Senate and Lepoqo Roads, Industrial Area (Opposite Browns Cash and Carry).

4. Site Inspection

A site inspection tour of the project road shall be conducted by the Roads Directorate team on 08 May 2025. Prospective bidders are requested to assemble at KM 15, from Ha Mpiti Junction, by 1000 Hrs (local time). The site inspection tour will commence at 1030 Hrs and will be followed by a “question and answer” session (pre-bid conference) to be held after the inspection visit at the end of the tour. Bidders are advised to provide for their own transport to and from the project site.

5. Attendance

Attendance of the site visit including pre-bid conference for prospective bidders is essential, but non-attendance will not be a cause for disqualification of a bidder.

6. Submission of Bids

All bids must have one original, four copies, and two flash disks (for Technical & Financial), enclosed in plain sealed envelopes (Two Envelope System) bearing no identification of the bidder and marked as follows: “Bid for Plant and Design-Build of the upgrading to Bitumen Standard of the Matlali to Lebakeng Road Project and the erection of the Bailey Bridge over the Senqu River near Lebakeng Village, Technical Proposal and Financial Proposal” and must be deposited in the Bid Box at the ground floor, Roads Directorate, Corner of Senate and Lepoqo Streets, Industrial Area (opposite Browns Wholesalers).

7. Bid Security

All bids must include fully completed pre-bid forms and should be accompanied by a valid bid security in the form and amount of an unconditional bank guarantee worth LSL 500,000.00 stipulated in the bidding documents and must be deposited at the following address on or before 12.00 noon on 24 July 2025:

8. Bid Opening

Opening of submitted bids shall be done on the same date, 24th July 2025, of submission at 1430 Hrs – local time; in the presence of bidder’s representatives who may choose to attend. Only Technical Proposals will be opened during the opening and late or email bids will be rejected.

9. Compliance

All prospective bidders are advised that suppliers/companies are expected to be in full compliance with their tax obligations as required by the Revenue Services Lesotho (RSL) regulations. Bidders must attach valid copies of their trader’s licenses/business identity, and tax clearance certificates to their bids; from the country where the company is registered.

10. Rights Reserved

The Roads Directorate reserves the right to accept or reject any or all bids for reasons it may not necessarily advance.

11. Queries

All queries should be written and directed to the office of the Procurement Manager at the address given earlier; 14 days before the submission of bids date specified above.
