LETTER OF INVITATION
Quality Roads, Improving Connectivity
- The Roads Directorate has set aside funds and invites Bids from Local Category A Contractors and International Contractors meeting the post Bid qualifications as set out in the Bid Document, for the Plant and Design Build of the upgrading to bitumen standard of +/-9.0km of Seboche Road from Ha Paramante to Ha Lebetla (Khukhune) in Butha-Buthe District. The International companies which are not categorised under Roads Directorate and wishes to submit their bids shall pay the registration fee of M20 000.00 and submit their proof of payment at roads in order to obtain verification document that funds have been received. That verification document should be attached in their bids.
- The Project is a Plant and Design-Build Contract, and the Contractors are therefore advised to team up with a Consultant of their choice to bid for the Project.
- A full set of Bid documents comprising PARTS 1, 2 & 3 – Bidding Procedures, Works Requirements, Bills of Quantities for Provisional Sum, Conditions of Contract and Contract Forms shall be available from Monday, 02nd June 2025, upon payment of a non-refundable fee of M5,000.00 (Five Thousand Maloti) from the Roads Directorate Accounts Office on the ground floor (Room G03), Roads Directorate Headquarters in the Maseru West Industrial Area (Opposite Browns Cash and Carry), Moshoeshoe Road, Maseru. The method of payment for purchasing of the above project tender document will be by transfer or deposit into the following Bank Account: Roads Directorate Operating Revenue Account, Account No.: 021000067633, Swift Code: NEDLLSMX, Branch Code: 390161, Nedbank, Lesotho, and proof thereof be presented to the Roads Directorate. Facility shall be made available for purchasing of the tender documents by POS/swiping at the Finance Division (Room G03), Roads Directorate Headquarters.
- A site inspection tour of the project road shall be conducted by the Roads Directorate team on Thursday, 05th June 2025. Prospective Bidders are requested to assemble at KM 6 from Ha Marakabei Junction, at Ha Paramente (28°41’6.972’’S, 28°23’41.52’’E) by 09.30 A.M. The site inspection tour shall commence at 10.00 A.M. and shall be followed by the “question and answer” session (pre-bid conference) to be held following the inspection visit at the end of the tour. Bidders are advised to provide for their own transport to and from the project site.
- Attendance of the site visit including pre-bid conference is compulsory for prospective bidders and is to be confirmed by issuance of certificate of attendance by the authorised Roads Directorate’s Representative who shall conduct this tour. The attendance certificate must be enclosed in each submitted bid to avoid disqualification.
- All bids must have One original, Four copies and Two Flash disks (for Technical & Financial), are to be enclosed in plain sealed envelopes (Two Envelope System) bearing no identification of the Tenderer and marked as follows:
“Bid for Plant and Design Build of the Upgrading to Bitumen Standard of Seboche Road from Ha Paramante to Ha Lebetla (Khukhune) Road Project Technical Proposal and Financial Proposal”
and must be deposited in the Tender Box at the ground floor, Roads Directorate, Corner of Senate and Lepoqo Streets, Industrial Area (opposite Browns Cash and Carry). - All bids must include fully completed pre-bid forms and should be accompanied by a valid bid security in the form and amount of an unconditional bank guarantee worth LSL 500 000.00 stipulated in the bidding documents and must be deposited at the following address on or before 12.00 noon on Thursday, 10th July 2025.

Industrial Area (Opposite Browns Cash and Carry) - Opening of submitted Bids shall be done on the same date of submission at 14.30 Hours (2.30 P.M.) in the presence of bidder’s representatives who may choose to attend.
- Only Technical Proposals will be opened during the opening and late or electronic/emailed Bids will be rejected.
- All prospective bidders are advised that suppliers/companies are expected to be in full compliance with their tax obligations as required by the Revenue Lesotho Service (RSL) regulations. Bidders must attach to their bids, valid copies of their trader’s license, and tax clearances certificates from the country where the company is registered.
- The Roads Directorate reserves the right to accept or reject any or all bids for reasons it may not necessarily advance.
- All queries should be written and directed to the office of the Procurement Manager at the address given earlier, up to 14 days before the submission of bids date specified above.
