UNICEF Lesotho Country Programme 2019-2023 aims to improve the lives of children in the country. The programme focuses on three main outcomes, namely aimed at improving the lives of children in their first decade of life, second decade and in promoting social policy that can reduce child poverty and promote social inclusion. The programme I designed will focus on five goal area: improvingg access to healthcare and nutrition, increasing access to education, improving access to safe water and sanitation, protecting children from violence and exploitation, and strengthening systems for child protection, justice, and social welfare. UNICEF Lesotho is working with the government and other partners to ensure that the rights and well-being of children are protected and promoted, with a particular focus on vulnerable and marginalized children. The programme represents a significant commitment to creating a brighter future for all children in Lesotho.

How can you make a difference? 

Background:

Winning support for the cause of children from decision makers and the wider public is outlined as one of the critical eight change strategies for achieving UNICEF goals. Communication and advocacy as well as Communication for Development programmes play a very critical role in engaging the public to win their support for the cause of children as well as trigger positive change in attitude and practices to support child growth and development.

To achieve this, a mix of strategies including communication for social change, public advocacy, community engagement     and social mobilization to inform, inspire and engage audiences are utilized. Over the coming period, priority communication interventions will focus on:

Communication and advocacy of child rights in Lesotho by engaging audiences in advocacy activities tagged to national and global campaigns. Through these activities, UNICEF will position itself as a trusted, authoritative, and leading advocate in ensuring the voice of the most deprived girls and boys are heard and their rights fulfilled based upon sound evidence. UNICEF-supported advocacy events are essential tools for awareness raising, advocacy and resource mobilization and will be prioritized.

Communication for Development (C4D) helps increase service utilization for UNICEF’s programmes including vaccination, education, and child protection. C4D employs a mix of community engagement, advocacy, behavior and social change strategies on critical issues in Lesotho including immunization, birth registration, Water, Sanitation and Hygiene, girls’ education, exclusive breastfeeding, and prevention of HIV/AIDS. C4D efforts aim at facilitating access to information and knowledge, community engagement, giving a voice to disenfranchised women and children and influencing the creation of public policies which protect the rights of children and mothers.

The purpose of the Assignment:

 Under the supervision of the Communications Specialist, Programme Effectiveness, the consultant(s) will provide media strategy development, creative work development and production services; translation of content; design and production of visibility materials as well as plan and manage UNICEF – supported events and advocacy campaigns.

Objectives:

  • Develop media strategies for multimedia campaigns.
  • Provide translation services for printed materials, radio spots, television spots, informercials, online/social         media content, short video clips, photographs, and documentaries.
  • Plan, organize and manage UNICEF-supported events and campaigns.
  • Design and produce a wide range of visibility/promotional materials that include but not limited to pull up banners, PVC banners, press banners, social media booths, flyers, posters, etc. with support and guidance from     UNICEF.

Scope of Work:

1. Developing campaign ideas: Developing creative concepts for engaging campaigns using a mix of communication techniques and channels. Ideas to be presented through rough execution of concepts, storyboards, key visuals, slogans and key messaging via planning meetings with UNICEF.

2. Developing creative elements: Based on the approved concept idea, consultant to develop specific elements of the campaign for example: scripts, detailed story boards, ideas/scripts for short videos, design, develop and print a variety of visibility materials and information, communication, and Education (IEC) materials and copy writing.

3. Production of other campaign assets: Based on the approved creative elements manage production of assets including video, radio, photographs, digital production, including creative direction, production, postproduction/editing, casting, and subtitling in English if necessary.

4. Support public relations efforts like media buying including negotiating pro-bono media presence and engagement of influencers in support of UNICEF programmes; negotiating and scheduling interviews and debates of prominent media programmes; organizing press conferences including inviting journalists; drafting media plans to achieve maximum campaign results.
