Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons.

The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors responsible for carrying out inspections and verifications of all safeguards-relevant information for nuclear facilities in over 180 States, and technical staff responsible for a wide range of activities, including:

  • Developing concepts and approaches for implementing safeguards
  • Developing and maintaining safeguards equipment
  • Providing analytical and laboratory services for sample analysis
  • Collecting, evaluating, and analysing safeguards-relevant information
  • Providing information and communication technology infrastructure and services
  • Providing programme coordination support

The Division of Information Management (SGIM) implements state-of-the-art methodologies and techniques for the collection, processing, and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during in-field activities, and information from open sources, including nuclear trade-related data and satellite imagery.

Staff perform data validation and complex information analysis and evaluation to support in-field activities and provide key input to the State evaluation process.

Main Purpose

Reporting to the Section Head, the Associate SG Information Analyst (State Declarations) supports essential information collection, processing, analysis, and dissemination services with respect to nuclear material accounting and Additional Protocol information provided by States.

Role

The Associate SG Information Analyst (State Declarations) is:

  • An analyst reporting on complex and sensitive information related to nuclear material accounting and Additional Protocol declarations.
  • A team member working with colleagues to identify and follow up on issues and inconsistencies from a State evaluation perspective.
  • A contributor to related projects.

Functions / Key Results Expected

  • Acquire knowledge and understanding of the work of the Declared Information Analysis Section by undertaking analysis of nuclear material accounting reports and Additional Protocol submissions for assigned States.
  • Collect, compile, and analyse data and information in State reports and declarations to identify discrepancies or areas for follow-up actions.
  • Analyse and reconcile analysis results with other related information to identify technical issues, information gaps, and areas for process improvement.
  • Assist in the design, development, and testing of new data and information collection, analysis, and reporting methods, particularly for the transfer of analytical findings from the Declared Information Analysis Section to the Nuclear Fuel Cycle Analysis Section.
  • Provide suggestions to improve databases and software usage, particularly to optimize material balance evaluations.
  • Draft guidance material related to identified process improvements and promote knowledge sharing.
  • Keep up to date on developments and current issues concerning international safeguards as they relate to State reporting and declarations.

Required Expertise

Information Management – Information Analysis

Analytical skills with the ability to integrate information into reports in a well-structured and logical manner.

Safeguards – Nuclear Material Accounting

Knowledge of information declared by States under safeguards agreements and nuclear material accounting. Experience in nuclear material accounting is an asset.

Asset Expertise

Safeguards – Nuclear Fuel Cycle / Nuclear Facilities

Basic knowledge of the nuclear fuel cycle and technical aspects of nuclear non-proliferation.

Safeguards – Safeguards System, Basic

Experience related to nuclear non-proliferation issues and nuclear-related research. Basic understanding of IAEA safeguards and the role of the Additional Protocol.

Qualifications, Experience and Language Skills

Bachelor’s Degree

Bachelor’s degree in Sciences (e.g., Physics, Chemistry), Nuclear Science, Nuclear Engineering, or a related field.

Experience

  • Minimum of two years of relevant experience in nuclear material accounting, nuclear safeguards activities, nuclear research, and/or nuclear non-proliferation, including information collection, processing, and analytical techniques.
  • Experience in processing and analysing information using complex databases is an asset.

Language Skills

  • Excellent oral and written command of English.
  • Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including:

  • Tax-free annual net base salary starting at US $56,046 (subject to mandatory deductions for pension contributions and health insurance)
